VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-22-AP-3512

1. Contracting Activity: Department of Veterans Affairs, VISN 4, Erie Medical Center135 East 38th Street, Erie, PA 16504. PR#: 562-22-2-590-0001.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Erie VAMC has a new brand name only requirement for the purchase of seven (7) total EF Johnstons Technologies Inc Kenwood Viking Portable Radios and accessories. Specifically, the medical center requires four (4) model VP5330 (LEO) radios, three (3) VP5330 (Fire/EMS) radios and four (4) KMC-70M Speaker Mic Attachments. The radios are required to allow interagency communication between the Erie VAMC and both the Erie City & County Police and Fire agencies.

The Erie, PA VAMC, Police Service currently has no means of communication with both the Erie City & County Police and Fire Agencies. The estimated cost is $19,990.98

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

We have confirmed with the Director of Erie County Department of Public Safety that only the EF Johnstons Technologies Inc Kenwood Viking brand radio are compatible with the Erie City and County agencies’ current communication system and radios. The medical center currently utilizes Motorola radios for communication on the VA campus. However the existing radios cannot communicate with the Erie City and County radios because they are different brands. Utilizing any other will not conform to the Erie County Next Generation Public Safety Radio System encryption, making the radios useless for communicating with the city and county.

4. Description of market research conducted and results or statement why it was not conducted:

Market Research was conducted, and it was found from the Director of Erie County Department of Public Safety that there is only vendor (Mobilcom) that exists in Erie County. CO’s market research concluded that many SDVOSB from SEWP can provide the supplies and have the radios programmed through the local distributor as a sub-contractor.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
