About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition for a sole-source contract award.

The Marine Corps Systems Command (MARCORSYSCOM) seeks to procure up to 560 SMASH 2000LE precision fire control systems, or current version, from Smart Shooter Inc. (13405 Elevation Lane, Herndon, VA 20171) to support the Program Manager Ground Based Air Defense (PM GBAD). The procurement includes initial spares, technical data for operation and maintenance, new equipment training (NET), fielding support, and associated travel. The SMASH 2000LE is an advanced precision fire control system designed to enhance firearms accuracy, including military rifles. The contracting activity is located at 2200 Lester Street, Quantico, Virginia 22134-5050, under CT Code 028-PEO LS and J&A Number 26.054.

The sole-source justification is based on an unusual and compelling urgency for rapid deployment of Organic-Counter small Unmanned Aircraft Systems (O-CsUAS) to forward-deployed ground and aviation units, with a performance period not exceeding one year. Smart Shooter is identified as the only responsible source of the highly specialized SMASH 2000LE system; award to any other source would result in substantial cost duplication and unacceptable delays in fulfilling agency requirements, estimated at approximately five months. The contracting officer will ensure fair and reasonable pricing through formal proposal submission with certified cost and pricing data, supplemented by technical analysis from PM GBAD, contract specialists, the Defense Contract Management Agency (DCAA), and the Defense Contract Audit Agency (DCAA). The government will utilize the PM GBAD Independent Government Cost Estimate as part of evaluation. PM GBAD plans to initiate a full and open competition program of record for O-CsUAS in Fiscal Year 2027 when advanced non-kinetic defeat technologies are expected to mature.

Agency (DCAA), as needed. The Contracting Officer will analyze the various cost elements that are presented in the proposal, and review the actual costs from previous procurements, if applicable. Furthermore, the Government will also utilize the PM GBAD Independent Government Cost Estimate as part of their evaluation. Award will only be made to the contractor if the negotiated pricing is found fair and reasonable based upon all available data.

8. Actions to Remove Barriers to Future Competition.

A program of record for O-CsUAS is planned to initiate in Fiscal Year 2027. The components of this future program will be procured through full and open competition as it is expected that advanced non-kinetic defeat technologies should be mature by that time.

For reasons set forth in Paragraph 5 above, PM GBAD has no plans to compete the SMASH 2000LE systems at this time. If future procurements of the component described herein are necessary and if another potential source emerges, GBAD will assess whether competition for future requirements is feasible. Any future actions will be reviewed by PM GBAD to offer competition to the greatest extent possible.
