About this file
This is a Sole Source Justification Form submitted by Parkrose School District's Department of Teaching and Learning for the procurement of Playworks services. The district seeks to contract with Playworks to provide safe and healthy play support services across four elementary schools through the proprietary TeamUP program. Services include on-site coordinators who spend one week per month at each school building to teach, model, and empower sustainable recess programs, as well as support for a Junior Coach program that trains intermediate grade students to serve as peer leaders during recess. Playworks was initially implemented in 2020 following a competitive bidding process in which no other company demonstrated comparable capacity to meet the district's needs. The contract is structured for three years with a cost not to exceed $300,000 over the contract term.
The district justified this sole source procurement based on the determination that Playworks' TeamUP is a proprietary program with unique features and functionality unavailable from competing vendors, and that the efficient continuation of existing services and established school culture requires compatible goods and services from a single provider. Federal funds will be used for this purchase. The justification documentation includes a letter from Playworks' Chief Operating Officer confirming that Coach, TeamUP, and Pro professional development programs are proprietary and available exclusively through Playworks. The district conducted multiple bids to verify that no other companies could provide equivalent support and concluded that sole source procurement was in the best interest of the district. Public notice was required for this procurement exceeding $10,000 and was advertised on June 17, 2020, with notice publication requirements of at least seven days before the close date in accordance with Parkrose School District Board Policy DJC and applicable federal procurement guidelines.

Since 1996, Playworks has designed, developed, tested, implemented and evaluated programs to provide the benefits of safe and healthy play to children primarily in elementary school settings.
Playworks' Coach program provides a full time staff person five days per week to incorporate play and student leadership opportunities throughout the day. This program has been studied by academic institutions which has proven its impact on classroom engagement, conflict resolution physical activity, positive behaviors and social and emotional learning.
The Playworks TeamUp service partners with elementary schools by providing an on-site coordinator to teach, model, and empower a sustainable recess program based on our successful design.
