The document appears to be a Funding Opportunity announcement from the Massachusetts Department of Youth Services (DYS) for the "Skill Up: Career, Technical and Workforce Training and Employment Services" Request for Responses (RFR). The RFR seeks proposals from vocational and higher education, unions, businesses, nonprofit and community based organizations, and other entities that can provide high-quality career, technical, workforce training and employment programs and services for DYS youth in residential and community settings. The contract will provide funding for these training and employment services, though the announcement does not specify the contract term or renewal options.

The RFR does not provide details on pricing, set asides, incumbents, funding amounts or sources. It is a solicitation for service providers to submit proposals to be considered for this funding opportunity from the Massachusetts DYS.
