About this file
This is a Notice of Proposed Sole Source issued by the Colorado Department of Revenue for the procurement of Play at the Pump (PATP) technology. The Department intends to issue a purchase order and/or contract to LINQ3 for technology that enables consumers to purchase lottery tickets at gasoline pumps located at lottery retail locations. The PATP system extends lottery reach to new customers by making lottery products readily accessible at fuel pump locations. LINQ3, an Atlanta-based technology firm, is the sole owner of the registered trademark for "Play at the Pump" and is the only provider of this service, having worked with state lotteries since its first installation in 2012. Questions regarding this Notice of Proposed Sole Source must be submitted to Tina Fay via email at tina.fay@state.co.us by the deadline specified in the Notice.
No additional information regarding pricing terms, contract duration, renewal options, funding sources, or amounts is provided in this document. The sole source justification is based on LINQ3's exclusive ownership of the trademarked technology and its unique market position as the only provider of Play at the Pump services to state lottery systems.
