About this file

This document consists of plans for the TIRZ 17 Memorial City Area Detention Basin project in Houston, Texas. The City of Houston is soliciting proposals from qualified firms to construct an underground, cast-in-place concrete detention basin with an approximate plan area of 8.4 acres and storage capacity of 94 acre-feet. The project scope includes installation of 8'6" reinforced concrete box structures, construction of two to five lanes of concrete pavement, installation of ADA-compliant 5-foot-wide sidewalks and ramps, traffic infrastructure upgrades (one full traffic signal replacement, one signal modification, new street lighting, crosswalk enhancements, and lane markings), tree protection and planting, and sanitary sewer and water line improvements. The estimated construction budget is $75,000,000.00.

The project will be funded through the Federal Emergency Management Agency's Hazard Mitigation Grant Program (HMGP), if awarded. While Davis-Bacon Act prevailing wage requirements and the Buy America Act do not apply to HMGP-funded contracts, state and local prevailing wage requirements and federal domestic preference requirements under 2 C.F.R. 200.322 remain applicable. There is no required Women/Small Business Enterprise (W/SBE) set-aside percentage for this contract. Applicable NIGP codes include 065-78, 150-35, 155-05, 210-00, 210-07, 210-72, 550-81, 560-05, 550-89, 929-12, and 968-82.
