Construction Plans for CDCR Electric Vehicle Supply Equipment Project

This is a set of construction documents for the California Department of Corrections and Rehabilitation (CDCR) Electric Vehicle Supply Equipment (EVSE) infrastructure project at Valley State Prison (VSP) and VSP Correctional Career Management (CCM) facility in Chowchilla, Madera County, California. The project involves site and electrical infrastructure improvements for installation of electric vehicle charging stations for fleet use only, with no public access. The scope includes 20 EVSE units comprising 2 single-port Level 2 chargers and 18 dual-port Level 2 chargers, for a total of 38 charging ports serving 37 existing fleet parking spaces. Work requires site preparation including demolition, trenching, electrical conduit installation, concrete pad construction for chargers and equipment, bollard installation, parking lot striping and markings, and all necessary electrical connections and system commissioning. The design incorporates a 750 kilovolt-ampere (KVA) transformer stepping down from existing 12-kilovolt (kV) primary power to 208 volts/120 volts for distribution to two distribution panels. Sealed bids were due October 7, 2026, with bids submitted to the Department of General Services Office of Business and Acquisition Services in West Sacramento.

A C-10 general contracting license is required to bid the project. The contract requires submission of valid California Air Resources Board Certificates of Reported Compliance (CRCs) for fleet vehicles prior to contract execution. All electrical work must comply with 2025 California Electrical Code, California Fire Code, California Building Code, National Electrical Code 2023, and DGS Construction Specifications. The project includes compliance with Title 24 energy standards and ADA accessibility requirements, though the EVSE chargers are excluded from public accessibility compliance per CBC Section 11B-228.3.2 Exception 1 due to fleet-only designation. Installation specifications mandate commercial-grade chargers compliant with UL 2594, UL 223, UL 50E, NFPA 70, and FCC Part 15, with specific connector types (SAE J1772 for Level 2 and SAE J3400 or SAE CCS1 for Level 3 DCFC). The design indicates worst-case voltage drop from the existing switchboard to the proposed transformer does not exceed 2.83 percent, with load-tap charging ensuring the 208-volt side does not exceed 5 percent voltage drop at the furthest branch circuit.
