This is a plans document for the City of Santa Cruz Public Works Department's Downtown Catch Basin Rehabilitation 2026 project, submitted under Invitation for Bids (IFB No. PW-0281). The project scope encompasses removal and replacement of catch basins at various downtown intersections, replacement of non-ADA compliant curb ramps with ADA-compliant alternatives, repair of damaged curb and gutter, regrading and paving operations, installation of a trench drain with storm drain connection and storm manhole at Fire Station 1, and construction of two curb extensions and valley gutter at the Center x Union intersection. The project is designed to address chronic flooding issues in the downtown storm drainage area caused by undersized Type A catch basins. Sealed bids must be submitted in hard copy to the Public Works Department at 809 Center Street, Room 201, Santa Cruz, California 95060 by April 9, 2026 at 2:00 PM local time. Questions and clarifications are due by April 2, 2026 at 2:00 PM. The public bid opening will occur on April 9, 2026 at 2:00 PM at the same address. Contractors must complete all work within 100 working days from the Notice to Proceed.

The Engineer's Estimate for the project is $975,000.00. Bid security of not less than 10 percent of the bid amount is required in the form of a certified check, cashier's check, or bidder's bond. The successful bidder must submit a signed agreement, executed Faithful Performance Bond and Payment Bond each equal to 100 percent of the contract price, and insurance certificates within 10 calendar days of receiving the Notice of Award. Progress payments are subject to 10 percent retention withholding until 35 calendar days after recording the notice of completion. The project is subject to prevailing wage requirements and compliance monitoring by the California Department of Industrial Relations; all contractors and subcontractors must register with the DIR prior to bidding and remain registered throughout contract performance. The City will award the contract to the lowest responsible and responsive bidder and reserves the right to reject any or all bids for minor irregularities or materially unbalanced pricing. Bidders must furnish all labor, materials, tools, equipment, and transportation required for project completion and confirm compliance with the City's Standard Terms and Conditions, Insurance Requirements, and execute a non-collusion declaration under penalty of perjury.
