About this file
This document contains submittal procedures and shop drawing specifications for the CDCR San Quentin Rehabilitation Center 24-026 SQRC Upper Yard Phase 2 project in California. The procedures establish the framework for contractors to submit required documentation including submittal logs, shop drawings, product data, and samples to the CDCR Representative for review and approval. Within 10 days after Notice to Proceed, contractors must furnish an electronic version and four printed copies of a comprehensive Submittal Log that identifies all required submittals by specification section, describes the work covered, names responsible entities, categorizes submittal types, includes subcontractor approvals, identifies deferred submittals requiring review by state departments or local regulatory agencies, and flags critical and near-critical items. The Submittal Log must be updated weekly with minimum four copies provided at contractor meetings. Submittals must be made promptly according to the approved log in specified sequences: items with long lead times or needed in initial construction stages within 20 calendar days after start date; deferred approval submittals requiring agency review within 30 calendar days; and all other items within 60 calendar days.
The CDCR Representative will review and return submittals within 20 days of receipt with status markings of "No Exception Taken," "Make Corrections Noted," "Revise and Resubmit," "Rejected," or "Not Reviewed," with contractors required to revise and resubmit within 15 days for items marked "Revise and Resubmit" or "Rejected." Regulatory agency submittals, particularly those requiring Office of the State Fire Marshal (OSFM) review for fire suppression and fire alarm systems complying with NFPA 13 and NFPA 72, allow additional processing time including a three-week CDCR internal triage review and up to 14 weeks for OSFM initial review, with any delays caused by resubmittals attributable to the contractor. General submittals require six copies with two returned to the contractor, while samples require the number specified in technical sections or four samples if unspecified, with two samples returned. All submittals must include specific content elements such as submission dates, project identification, product identification, field dimensions, applicable standards, contractor certification stamps, and an 8-by-3-inch space for review stamps in the lower right corner of each page.
