About this file
This is a Draft Scope of Work for janitorial services prepared by the City of Atlanta's Department of Aviation for the Plane Train system at Hartsfield-Jackson Atlanta International Airport (ATL). The scope of work outlines comprehensive cleaning services required for the 24/7 operational Plane Train system and associated administrative and operational facilities, including offices, restrooms, breakrooms, maintenance areas, and stairs. The contractor must provide all labor, supervision, equipment, and supplies necessary to meet ATL's cleanliness standards while maintaining passenger and employee health and safety. Daily cleaning responsibilities include trash removal, spot cleaning of high-touch surfaces, and spill response within 15 minutes of notification. Nightly deep cleaning requires floor disinfection, high-touch surface sanitization, window and door cleaning, with monthly full interior detailing and quarterly exterior glass cleaning. The initial contract term is five years with two optional two-year renewal extensions subject to ATL's approval and contractor performance evaluation.
The contractor must maintain minimum staffing levels per shift with one on-site supervisor per shift, ensure all employees are airport security badged and TSA/SIDA compliant, and provide OSHA safety training, HAZMAT handling certification, and bloodborne pathogen training. Performance standards require a minimum 95% pass rate on quality assurance inspections, with urgent safety hazards addressed within 15 minutes and routine issues within two hours. The contractor must provide eco-friendly, Green Seal or EcoLogo certified cleaning supplies where available and maintain 24/7 on-call emergency response capability for biohazard incidents and spills. All cleaning products require airport approval prior to use. The scope explicitly excludes graffiti removal, pest control, and mechanical or electrical cleaning of train systems. A Pre-Solicitation Conference will be held to provide additional details, and the City of Atlanta intends to conduct a Multi-Step Sealed Bid process with an initial prequalification phase followed by an Invitation for Bid (IFB) to evaluate vendors on experience with complex, high-traffic, 24/7 operations and airport-specific regulatory compliance.
