About this file
This document is a Project Labor Agreement (PLA) survey from the U.S. Army Corps of Engineers Fort Worth District for a large-scale construction project at Red River Army Depot (RRAD), Texas. The survey seeks input from construction firms regarding the potential implementation of a Project Labor Agreement for a 215,000 square foot Component Rebuild Shop, with an estimated project value exceeding $35 million.
The document invites construction companies to provide detailed feedback on various aspects of the potential PLA, including local labor market conditions, project scheduling requirements, potential cost impacts, and past project experiences. Respondents are asked to submit their comments via email to the Contract Specialist, Mr. Emmanuel Hardrick, with a courtesy copy to the Contracting Officer, Matthew S. Dickson, by 2:00 p.m. on 10 July 2025. The facility will consolidate multiple component rebuild processes, including engine, transmission, machine, hydraulics, and other specialized shops, aimed at improving material flow and process control.

A Project Labor Agreement (PLA) is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal
Acquisition Regulation (FAR) 22.503 Policy provides that:
(a) Executive Order 14063, Use of PLA’s for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.
(b) When awarding a contract in connection with a large-scale construction project (see
22.502), agencies shall require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.504(d) applies.
Refer also to FAR 52.222-33 Notice of Requirement for Project Labor Agreement and FAR
52.222-34 Project Labor Agreement.
The construction community is invited to comment on the use of PLAs pertaining to this project.
