About this file
This document is a Project Labor Market Survey for a federal construction project at Tinker Air Force Base in Oklahoma City, Oklahoma. The U.S. Army Corps of Engineers - Tulsa District is soliciting comments from the construction industry on the potential use of a Project Labor Agreement (PLA) for a large-scale renovation project to construct an ICD705 compliant Software Integration Laboratory facility within an existing 820,000 square foot building.
The project has an estimated construction value between $100-250 million and an estimated period of performance of 720 calendar days. The Corps is requesting information on respondents' knowledge and experience with PLAs on similar sized projects, potential labor shortages, impact on project costs and small business participation, as well as the optimal timing for submitting a PLA. Responses are due by October 28, 2024. This is an information gathering exercise and no contract will be awarded from this synopsis.
