About this file
This is a Notice of Funding Opportunity (NOFO) from the National Institute of Justice (NIJ) for a research grant focused on advancing understanding of 3D algorithms for firearm identification. The funding opportunity, designated O-NIJ-2026-172787, offers up to $500,000 for one award with a 36-month project period beginning January 1, 2027. The statutory authority is Pub. L. No. 119-74, 140 Stat 5, 38; 28 USC 530C, and the assistance listing number is 16.560. Applications are restricted to invited applicants only, with Houston Forensic Science Center, Inc. identified as the sole eligible applicant. Two submission deadlines apply: the SF-424 form must be submitted in Grants.gov by October 7, 2026 at 11:59 p.m. ET, followed by the complete application submission in JustGrants by October 13, 2026 at 8:59 p.m. ET.
The program seeks rigorous research and evaluation projects that will identify best practices through evaluation of existing and emerging laboratory protocols, or provide direct and immediate impact on laboratory efficiency and policy decisions. Funded projects must address two primary goals: assessing existing laboratory protocols to improve understanding of scientific rationale underpinning forensic processes, and evaluating emerging methods to assess their implementation and value compared to currently used processes. Key deliverables include a technical summary with methods, standard operating procedures, and validation summaries; scholarly products including peer-reviewed publications; research dissemination products for policymakers and practitioners; and archived datasets. All applications require biographical sketches and current/pending support forms for key personnel, proof of forensic laboratory accreditation, a data management and sharing plan, and a project management timeline. Cost sharing is not required, and match funding details are available in the Guidance for Applicants and Awardees document.

1. BASIC INFORMATION
Purpose of the Funding
The Office of Justice Programs (OJP) is committed to advancing work that furthers the
U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the NIJ FY 2026 Invited to Apply -
Advancing the Understanding of 3D Algorithms for Firearm Identification. This opportunity seeks applications for rigorous research and evaluation projects that will:
1. Identify and inform the forensic community of best practices through the evaluation of existing and emerging laboratory protocols; and/or
2. Have a direct and immediate impact on laboratory efficiency and assist in making laboratory policy decisions.
The intent of this program is to direct the findings of this research and evaluation toward the identification of the most efficient, accurate, reliable, and cost-effective methods for the identification, analysis, and interpretation of physical evidence for criminal justice purposes. Projects should address the challenges and needs of the forensic science community, including, but not limited to, the operational needs developed by Forensic
Science Research and Development Technology Working Group (R&D TWG) meetings.
More information can be found on NIJ’s website. Additional research needs of the forensic science community can be found at the National Institute of Standards and
Technology’s (NIST) Organization of Scientific Area Committees (OSAC) website.
NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise.
See the Eligible Applicants section for eligibility details.

(b) Combatting violent crime;
(c) Supporting services to American citizens;
(d) Protecting American children; and
(e) Supporting American victims of trafficking and sexual assault.
Unallowable Activities: The following are certain unallowable costs and certain activities that are out of the program scope and will not be funded.
1. Out of program scope is any program or activity, at any tier that, directly or indirectly, violates (or promotes or facilitates the violation of) federal immigration law (including 8 U.S.C. § 1373) or impedes or hinders the enforcement of federal immigration law—including by failing to comply with 8 U.S.C. § 1373, give access to DHS agents, or honor DHS requests and provide requested notice to DHS agents.
2. Out of program scope is any program or activity, at any tier that violates any applicable Federal civil rights or nondiscrimination law. This includes violations that—(1) indirectly violate the law, including by promoting or facilitating violations;
or (2) unlawfully favor individuals in any race or protected group, including on a majority or minority, or privileged or unprivileged, basis, within a given area, population, or sector.
3. As specified in the DOJ Grants Financial Guide, in Chapter 3.13 “Unallowable
Costs” (“Legal Services for Aliens”), any obligations of funds, at any tier, under this award to provide (or to support the provision of) legal services to any removable alien or any alien otherwise unlawfully present in the United States shall be unallowable costs for purposes any award made under this notice, but the foregoing shall not be understood to apply: (1) to legal services to obtain protection orders for victims of crime; or (2) to immigration-related legal services that may be expressly authorized or required by any law, or any judicial ruling, governing or applicable to the award.
Goals and Objectives of This Funding Opportunity
Goal 1: Assessing Existing Laboratory Protocols – Improve the understanding of scientific rationale underpinning existing laboratory processes.
• Objective 1.1: Generate research and evaluation of existing laboratory schemes and methods to determine possible improvements, including:
• o Minimum acceptance criteria of analytical data, such as mass spectra, generated in case samples.

• o Accuracy gained from additional orthogonal testing of controlled substance samples.
• o Effectiveness of a blind verification program for technical reviews.
• o Implementation of software and statistical methods used for the interpretation of DNA mixtures.
Goal 2: Evaluating Emerging Methods — Assess the implementation and value of emerging laboratory processes.
• Objective 2.1: Generate research to compare emerging methods to those currently used to accomplish the same purpose in publicly funded forensic laboratories. These evaluations should consider factors such as accuracy, reliability, cost, and analysis time. Examples of such projects include:
o Comparison of a newly developed comprehensive method to existing multi-step method(s).
o Comparison of methodology or instrumentation new to the laboratory or field to currently used instrumentation in order to investigate the degree to which it improves outcomes, such as accuracy, reliability, cost, analysis time, etc.
For a description of how awards under this NOFO will contribute to achieving these goals and objectives, see the Performance Reports section below.
Expected Outcomes
NIJ expects recipients to submit deliverables and performance reports, as described below. Read the Application Resource Guide for more information. NIJ will measure success by reviewing a recipient’s submission of performance reports and data and the extent to which project implementation reflects progress toward the goals and objectives of this NOFO.
Deliverables
Recipients will be expected to deliver the following:
• Technical Summary. Any recipient of an award under this NOFO will be expected to submit a Technical Summary by the end of the award project period.
Additional information on NIJ’s final research report requirements is found here
