1. BASIC INFORMATION
Purpose of the Funding
The Office of Justice Programs (OJP) is committed to advancing work that furthers the
U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the BJA FY 26 Tribal Justice
Training and Technical Assistance Program. This opportunity strengthens Tribal justice systems by providing specialized technical experts to assist federally recognized
Indian Tribes in developing, implementing, and enhancing justice systems. The program addresses violent crime, substance-use related crime (including opioids, stimulants, and other illicit substances), and overdose fatalities while helping Tribes build sustainable legal and corrections infrastructure and enhance collaboration with federal, state, and local partners.
This program benefits federally recognized Tribes that receive grants under the
Coordinated Tribal Assistance Solicitation (CTAS), Adult Treatment Court (ATC), Veterans’ Treatment Court (VTC), and Comprehensive Opioid, Stimulant, and
Substance Use Program (COSSUP). The CTAS program has eight Purpose Areas
(PAs) that focus on specific aspects of Tribal justice. This NOFO provides support to grantees under three of these: PA 2 – Tribal Justice System Strategic Planning; PA 3 –
Tribal Justice Systems Capacity Building; and PA 5 – Tribal Adult Treatment Courts, also known as healing to wellness courts (HTWC). Assistance to the other CTAS PAs is not included in this NOFO.
This NOFO includes three categories:
Category 1: Tribal Justice System Strategic Planning and CTAS Outreach
• Provide intensive, individualized technical assistance to 30 CTAS PA 2 grantees who are engaging in strategic planning to improve overall justice system functioning through comprehensive, system-wide approaches that enhance tribal justice and safety, and increase capacity to prevent crime and illicit substance use.
• Deliver on-site and virtual training and support DOJ in conducting coordinated
CTAS Training and Technical Assistance (TTA) activities and webinars. This includes planning and delivering one virtual CTAS new grantee orientation to provide technical training on grant and financial management and on identifying and securing future funding opportunities for approximately 175 new grantees across all eight CTAS PAs.
U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 4
Category 2: Tribal Justice Systems Implementation and Enhancement
• Provide intensive, individualized technical assistance to approximately 280
CTAS PA 3 grantees who are implementing comprehensive strategies to prevent and address crime in tribal communities.
• Deliver support across multiple justice system areas including: tribal courts and prosecution; prevention and response to violent crime, including Missing and
Murdered Indigenous People (MMIP) and illicit substance use-related offenses
(opioids, alcohol, stimulants, and other drugs); the nexus between mental health and the justice system; tribal corrections (institutional and community);
reentry programming; and intergovernmental collaboration.
• Deliver specialized support to Alaska Native Villages addressing unique public safety challenges in remote and frontier locations, including utilizing protection orders and developing community safety responses.
• Deliver on-site and virtual training tailored to the specific needs of grantees in crime prevention and intervention. Technical assistance will address areas including tribal courts, prosecution, violent crime and substance use prevention/response, mental health-justice system connections, tribal corrections and reentry, and intergovernmental collaboration.
• Due to the breadth of expertise required, BJA expects that applicants will demonstrate partnerships with organizations that possess the required expertise to deliver the necessary support to each grantee.
Category 3: Supporting Adult Tribal Treatment Courts
• Provide intensive, individualized technical assistance to approximately 70 grantees across three BJA grant programs (CTAS PA 5, Adult Tribal Treatment
Courts) who are implementing veterans treatment courts, driving while intoxicated (DWI) courts, and other treatment courts or court dockets to reduce recidivism, prevent overdose deaths, and support individuals with substance use and co-occurring mental health disorders.
• Deliver support for tribes developing, implementing, and enhancing their treatment courts.
• Deliver on-site and virtual training tailored to the specific needs of grantees in adult treatment court implementation and operation.
See the Eligible Applicants section for eligibility details.
