This is a Notice of Funding Opportunity (NOFO) for the Bureau of Justice Assistance (BJA) FY 2026 John R. Justice (JRJ) Formula Grant Program, which provides loan repayment assistance to local and state prosecutors and local, state, and federal public defenders who commit to continued employment for at least three years. The program has an expected total funding of up to $2,193,858 with approximately 56 anticipated awards distributed through formula allocation to state governments. The award period is 24 months beginning January 1, 2027. Eligible applicants are limited to state governments, and no cost sharing or match requirement is mandated. The program aims to improve recruitment and retention of qualified prosecutors and public defenders by offering partial loan repayment incentives directly to loan service providers for individual beneficiaries who meet eligibility requirements.
Application submission occurs in two steps: the SF-424 form must be submitted in Grants.gov by November 3, 2026 at 11:59 p.m. ET, followed by the complete application submission in JustGrants by November 10, 2026 at 8:59 p.m. ET. Applicants must register in SAM.gov by October 20, 2026. The proposal narrative, limited to 10 pages, must address the need for the program in the state, project design and implementation including outreach strategy and program plan for beneficiary selection, and organizational capacity and competencies. Budget submissions should initially include $1 under the Other category as formula allocations will be communicated during application review. Administrative costs cannot exceed 15 percent of total award funds, individual beneficiary repayment benefits are capped at $10,000 annually with a $60,000 lifetime maximum, and all recipients must forego profit or management fees. Supporting deliverables include signed JRJ Beneficiary Service Agreements, JRJ Verification Forms, and Exited/Repayment Forms submitted through the Justice Enterprise File Sharing system.
