OVC FY 2026 Invited to Apply Antiterrorism and Emergency Assistance Program
This is a Notice of Funding Opportunity (NOFO) for the Office for Victims of Crime (OVC) FY 2026 Antiterrorism and Emergency Assistance Program (AEAP) for Crime Victim Compensation and/or Assistance, with a Grants.gov Funding Opportunity Number O-OVC-2026-172776. The program provides supplemental support to victims of mass violence and terrorism through four types of grants that may be combined or awarded separately: crisis response (emergency/short-term, up to 9 months), consequence management (ongoing/longer-term, up to 18 months), criminal justice support (ongoing/longer-term, up to 36 months), and crime victim compensation (available at any time). Funding is retroactive to the incident date and must demonstrate supplemental support to existing resources. The expected total amount of funding is $1,681,590 for one award, with the grant period beginning January 4, 2024, for 27 months. The application deadline is two-step: SF-424 submission on Grants.gov by September 25, 2026, at 11:59 p.m. ET, followed by full application submission on JustGrants by September 28, 2026, at 8:59 p.m. ET.
Eligible applicants are limited to invited organizations only—this is not a competitive NOFO, and OVC will contact potential applicants directly. For Crime Victim Assistance, eligible entities include state victim assistance programs, public agencies, federally recognized Indian tribal governments, public institutions of higher education, and victim service and nongovernmental organizations. For Crime Victim Compensation, only state crime victim compensation administrative agencies are eligible. Cost sharing is not required. Applications must include an SF-424 form, Standard Applicant Information, proposal abstract (maximum 2,000 characters), proposal narrative addressing the need description, project design and implementation, and capabilities and competencies, a detailed budget with narrative, and supporting documentation such as memoranda of understanding, resumes of key personnel, and indirect cost rate agreements. All funding requests must be tied to the incident and victim-related, cannot support existing staffing or facilities, and cannot fund routine police or first responder activities. The NOFO became available September 23, 2026, with anticipated notifications made throughout the fiscal year.
