About this file
This is a Notice of Funding Opportunity (NOFO) for the BJA FY 2026 DNA Capacity Enhancement for Backlog Reduction (Competitive Grants Program). The program, administered by the Bureau of Justice Assistance under the Office of Justice Programs, seeks to increase capacity of states and units of local government with existing crime laboratories to process DNA samples for entry into the Combined DNA Index System (CODIS). The program provides two funding categories: Category 1 supports implementation of DNA technology in forensic laboratories to increase CODIS-eligible sample processing, while Category 2 supports implementation or expansion of Rapid DNA technology in booking stations to generate CODIS-eligible DNA profiles from arrestees. Up to $4,900,000 in total funding is available, with anticipated awards of up to $1,000,000 each. Category 1 anticipates 7 awards and Category 2 anticipates 1 award, with a 24-month award period beginning January 1, 2027.
Eligible applicants include state governments, county governments, city or township governments, special district governments, public and state-controlled institutions of higher education, and units of local government that own, control, or operate a crime laboratory or laboratory system. There is no cost-sharing requirement. Applications require submission in two steps: SF-424 completion and submission in Grants.gov by November 3, 2026 (11:59 p.m. ET), followed by full application submission in JustGrants by November 10, 2026 (8:59 p.m. ET). Required application components include a proposal narrative (maximum 10 pages, weighted 35% for project design and implementation), budget, CEBR Program Eligibility Certification form, proof of DNA laboratory accreditation, and baseline performance measures for Category 1 applicants. Category 2 applicants requiring partnership must submit a Memorandum of Understanding if not operating the Rapid DNA instrument themselves. All applicants must submit a Program Income Declaration addressing fee-for-service compliance. OJP will prioritize Category 1 applicants with the highest performance measure percentiles (longest turnaround times) to address jurisdictions facing the greatest operational challenges.

1. BASIC INFORMATION
Purpose of the Funding
The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the BJA FY 2026 DNA Capacity Enhancement for Backlog Reduction (CEBR)—Competitive Grants Program. This opportunity will increase capacity of states and units of local government with existing crime laboratories to process DNA samples for entry into the Combined DNA Index
System (CODIS). The purpose of the CEBR Competitive Program is to maximize the effective utilization of DNA technology to strengthen evidence-based criminal justice responses. The priorities of the CEBR Competitive Program are (1) to use DNA technology to increase the capacity and/or efficiency of publicly funded forensic DNA laboratories to conduct analysis of DNA samples for entry into CODIS and (2) implementing Rapid DNA in the booking station(s) in eligible jurisdictions. The program is designed to fairly and efficiently prioritize jurisdictions facing operational challenges by considering key performance measures reported by publicly funded forensic DNA laboratories.
This program is for Competitive funding only. The BJA FY 2026 DNA Capacity Enhancement for Backlog Reduction (CEBR)—Formula Grants Program for formula funding is available at https://bja.ojp.gov/funding/opportunities/o-bja-2026-
172718. Eligible agencies may apply for both Competitive and Formula CEBR Funding.
This NOFO provides two categories of funding:
• Category 1: Implement DNA technology in forensic laboratories to increase the number of CODIS-eligible samples processed.
Category 1 supports projects that maximize the effective use of DNA technology to enhance the operational capacity or efficiency of accredited public forensic DNA laboratories to process CODIS-eligible DNA samples.
• Category 2: Rapid DNA at the booking station
Category 2 supports the implementation or expansion of Rapid DNA technology in booking stations to generate CODIS-eligible DNA profiles from arrestees.

3. PROGRAM DESCRIPTION
Statutory Authority
Department of Justice Appropriations Act, 2026 (Pub. L. No. 119-74, 140 Stat. 5, 31, para. 9(A))
Agency Funding Priorities
To help meet its mission, OJP may give priority consideration to applications proposing (as applicable within the scope of this NOFO) projects designed to advance the goals listed below:
(a) Directly supporting law enforcement operations (including immigration law enforcement operations);
(b) Combatting violent crime;
(c) Supporting services to American citizens;

(e) Supporting American victims of trafficking and sexual assault.
Additional priority considerations:
• OJP will give priority consideration to Category 1 applicants falling into the highest percentiles of performance measures (e.g., longest turnaround times) reported by CEBR laboratories. This data is posted on the BJA website at:
bja.ojp.gov/program/dna-cebr/performance-measures. Instructions for providing this information are outlined in the Additional Application Components portion of this NOFO. This strategy is designed to fairly and efficiently address jurisdictions facing the greatest challenges in delivering timely services within their jurisdiction.
Note: Addressing these priorities is one of many factors that OJP considers in making funding decisions. Receiving priority consideration does not guarantee funding.
Unallowable Activities: The following are certain unallowable costs and certain activities that are out of the program scope and will not be funded.
1. Out of program scope is any program or activity, at any tier that, directly or indirectly, violates (or promotes or facilitates the violation of) federal immigration
U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 6 https://bja.ojp.gov/funding/fy26-cebr-eligibility-cert.pdf https://bja.ojp.gov/funding/fy26-cebr-eligibility-cert.pdf https://bja.ojp.gov/funding/fy26-cebr-eligibility-cert.pdf https://bja.ojp.gov/program/dna-cebr/performance-measures law (including 8 U.S.C. § 1373) or impedes or hinders the enforcement of federal immigration law—including by failing to comply with 8 U.S.C. § 1373, give access to DHS agents, or honor DHS requests and provide requested notice to DHS agents.
2. Out of program scope is any program or activity, at any tier that violates any applicable Federal civil rights or nondiscrimination law. This includes violations that (1) indirectly violate the law, including by promoting or facilitating violations;
or (2) unlawfully favor individuals in any race or protected group, including on a majority or minority, or privileged or unprivileged, basis, within a given area, population, or sector.
3. As specified in the DOJ Grants Financial Guide, in Chapter 3.13 “Unallowable Costs” (“Legal Services for Aliens”), any obligations of funds, at any tier, under this award to provide (or to support the provision of) legal services to any removable alien or any alien otherwise unlawfully present in the United States shall be unallowable costs for purposes any award made under this notice, but the foregoing shall not be understood to apply: (1) to legal services to obtain protection orders for victims of crime; or (2) to immigration-related legal services that may be expressly authorized or required by any law, or any judicial ruling, governing or applicable to the award.
