About this file
This is a Notice of Funding Opportunity (NOFO) from the Bureau of Justice Assistance (BJA) for the FY 2026 Veterans Treatment Court Program. The funding supports the implementation, enhancement, and expansion of veterans' treatment courts (VTCs) to reduce substance use disorders and mental health disorders among high-risk/high-need veterans in the criminal justice system. VTCs integrate substance use disorder and mental health treatment, mandatory drug testing, incentives and sanctions, and transitional services within judicially supervised court settings. The NOFO provides three funding categories: Category 1 (Planning and Implementation) offers up to $950,000 for a six-month planning phase followed by new VTC launch; Category 2 (Enhancement) provides up to $1,000,000 to strengthen or expand services at fully operational VTCs; and Category 3 (Statewide) offers up to $2,500,000 for one-time projects that improve statewide VTC services. The total expected funding is approximately $20,732,429 across all categories, with anticipated awards of 5 for Category 1, 11 for Category 2, and 2 for Category 3.
Eligible applicants for Categories 1 and 2 include state governments, county governments, city or township governments, special district governments, Native American Tribal governments, and other units of local government. Category 3 is limited to state agencies. The award period runs 48 months beginning January 1, 2027. Applicants must submit the SF-424 form via Grants.gov by October 29, 2026 at 11:59 p.m. ET, followed by full application submission in JustGrants by November 5, 2026 at 8:59 p.m. ET. Applicants in Categories 1 and 2 must demonstrate partnerships with key organizations through memoranda of understanding or letters of intent. The application requires a proposal narrative (maximum 10 pages) covering need description, project goals and objectives, project design and implementation, organizational capabilities and competencies, and sustainability plans, with scoring weights of 5%, 10%, 35%, 30%, and 5% respectively. Applications must also include a budget (15% of score), timeline, and financial management questionnaire. There is no cost-sharing requirement. Federal funds cannot support programs violating the Controlled Substances Act or federal immigration law, and must ensure participants receive periodic drug testing.

1. BASIC INFORMATION
Purpose of the Funding
The Office of Justice Programs (OJP) is committed to advancing work that furthers the
U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the BJA FY 2026 Veterans
Treatment Court Program. This opportunity supports the implementation and enhancement of veterans’ treatment court (VTC) operations to reduce the use of opioids, stimulants, and other substances, including alcohol, by high-risk/high-need veterans in the criminal justice system.
VTCs effectively integrate substance use disorder (SUD) and mental health disorder
(MHD) treatment, mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised court settings that have jurisdiction over veterans in the criminal justice system who have SUD and/or co-occurring mental health disorders
(MHSUD), including those with a history of violence and post-traumatic stress disorder
(PTSD) and/or traumatic brain injury (TBI).
This NOFO provides three categories of funding:
Category 1: Planning and Implementation – Six-month planning phase followed by launch of a new VTC.
Category 2: Enhancement – Supports projects to strengthen or expand services provided by a fully operational VTC.
Category 3: Statewide – Funds one-time projects that sustainably improve, enhance, or expand statewide VTC services.
Controlled Substances Act
Federal funds may not be used to support programs or activities that violate the
Controlled Substances Act, 21 U.S.C. § 801, et seq., regardless of local or state practices or laws. Programs or activities funded under a BJA VTC award must ensure that participants are periodically tested for the use of controlled substances. See the
Eligible Applicants section for eligibility details.

To help meet its mission, OJP may give priority consideration to applications proposing (as applicable within the scope of this NOFO) projects designed to advance the goals listed below:
(a) Directly supporting law enforcement operations (including immigration law enforcement operations);
(b) Combatting violent crime;
(c) Supporting services to American citizens;
(d) Protecting American children; and

(v) for state applicants, substantially implement and comply with, to the extent required, the registration and notification obligations of the Sex
Offender Registry and Notification Act, particularly in the case of registered sex offenders with no fixed address, including by adequately mapping and checking the location of homeless sex offenders.

Applicants seeking this additional priority consideration, should complete the Agency Funding Priorities Inventory – Ending Crime and Disorder in JustGrants to indicate which criteria they are actively meeting.
Note: Addressing these priorities is one of many factors that OJP considers in making funding decisions. Receiving priority consideration does not guarantee funding.
Unallowable Activities: The following are certain unallowable costs and certain activities that are out of the program scope and will not be funded.
1. Out of program scope is any program or activity, at any tier that, directly or indirectly, violates (or promotes or facilitates the violation of) federal immigration law (including 8 U.S.C. § 1373) or impedes or hinders the enforcement of federal immigration law—including by failing to comply with 8 U.S.C. § 1373, give access to Department of Homeland Security (DHS) agents, or honor DHS requests and provide requested notice to DHS agents.
2. Out of program scope is any program or activity, at any tier that violates any applicable Federal civil rights or nondiscrimination law. This includes violations that – (1) indirectly violate the law, including by promoting or facilitating violations; or (2) unlawfully favor individuals in any race or protected group, including on a majority or minority, or privileged or unprivileged, basis, within a given area, population, or sector.
3. As specified in the DOJ Grants Financial Guide, in Chapter 3.13 “Unallowable Costs” (“Legal Services for Aliens”), any obligations of funds, at any tier, under this award to provide (or to support the provision of) legal services to any removable alien or any alien otherwise unlawfully present in the United States shall be unallowable costs for purposes any award made under this notice, but the foregoing shall not be understood to apply— (1) to legal services to obtain protection orders for victims of crime; or (2) to immigration-related legal services that may be expressly authorized or required by any law, or any judicial ruling, governing or applicable to the award.
Goals and Objectives of This Funding Opportunity
Goal: Reduce recidivism and prevent overdose fatalities by connecting high‑risk adults—including those with SUDs, mental health conditions, and TBIs—to treatment and recovery supports through judicially supervised VTCs.
• Objective 1: Connect eligible individuals to treatment, recovery support services, and mandatory drug testing.
• Objective 2: Reduce recidivism rates among participants through comprehensive court supervision, sanctions, and incentives.
U.S. Department of Justice | Office of Justice Programs | Bureau of Justice Assistance | 7 https://www.ojp.gov/doj-financial-guide-2024

For a description of how awards under this NOFO will contribute to achieving these goals and objectives, see the Performance Reports section below.
Expected Outcomes
OJP expects recipients to submit deliverables and performance reports, as described below. Read the Application Resource Guide for more information. OJP will measure success by reviewing a recipient’s submission of performance reports and data and the extent to which project implementation reflects progress toward the goals and objectives of this NOFO.
Deliverables
Recipients do not need to submit any deliverables other than the standard items in the Post-Award Requirements and Administration section.
Performance Reports
OJP requires recipients to submit regular performance reports that communicate progress toward achieving Program Goals and Objectives. Read information on performance reporting.
