This is a Notice of Funding Opportunity (NOFO) from the Bureau of Justice Assistance (BJA), Office of Justice Programs, U.S. Department of Justice, for the establishment of a National Center for Veterans Justice. The funding opportunity seeks to establish a single national center providing specialized support to state, local, and tribal criminal justice agencies; courts; corrections systems; treatment providers; and community supervision agencies to improve identification, coordination, and evidence-based interventions for veterans in the justice system. The center will serve as a centralized resource addressing gaps in veteran identification, cross-system coordination, and implementation of services related to military culture, combat trauma, military sexual trauma, post-traumatic stress disorder, and traumatic brain injury. The anticipated award is approximately $4,000,000 as a cooperative agreement to one eligible applicant for a 48-month project period beginning January 1, 2027. The award type is cooperative agreement, allowing substantial federal involvement in project implementation.
Eligible applicants include public and state-controlled institutions of higher education, private institutions of higher education, 501(c)(3) nonprofit organizations, nonprofits without 501(c)(3) status, for-profit organizations, and small businesses. No cost-sharing is required. Applications must follow a two-step submission process: SF-424 completion and Grants.gov submission by October 30, 2026 at 11:59 p.m. ET, followed by full application submission in JustGrants by November 6, 2026 at 8:59 p.m. ET. The proposal narrative is limited to 10 pages and must address four sections: Description of Need (5% score weight), Project Goals and Objectives (5%), Project Design and Implementation (35%), and Capabilities and Competencies (40%). Budget comprises 15% of the application score. Required deliverables include a comprehensive searchable online platform with evidence-based tools, training curricula, toolkits, practice guides, and coordination frameworks. Applicants must provide work product examples demonstrating relevant experience, memoranda of understanding with partners, resumes of key personnel, and project timelines. Contact information for assistance is available through the OJP Response Center at 800-851-3420 or OJP.ResponseCenter@usdoj.gov.

1. BASIC INFORMATION
Purpose of the Funding
The Office of Justice Programs (OJP) is committed to advancing work that furthers the
U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
This is a notice of funding opportunity (NOFO) for the BJA FY 2026 National Center for Veterans Justice. This opportunity will establish a national center to provide specialized support to state, local, and tribal criminal justice agencies; treatment and service providers; courts; corrections systems; and community supervision agencies to effectively support and respond to the needs of veterans across the justice system, improve outcomes, and strengthen public safety.
The Center will serve as a one stop shop to address critical gaps in veteran identification, cross-system coordination, and implementation of evidence-based interventions by providing criminal justice professionals with specialized tools, training, and technical assistance on military culture, combat trauma, military sexual trauma
(MST), post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), and other veteran-specific considerations. Providing resources and specialized technical assistance through a centralized location and entity is essential to effectively supporting veterans whose needs require coordination across multiple systems, including criminal justice, Department of Veterans Affairs (VA), behavioral health, and social service systems that operate under distinct legal frameworks and institutional priorities.
See the Eligible Applicants section for eligibility details.
