About this file
This is a Notice of Funding Opportunity (NOFO) for the Fair Housing Initiatives Program Private Enforcement Initiative (PEI), administered by the Department of Housing and Urban Development's Office of Fair Housing and Equal Opportunity. The NOFO solicits competitive grant applications from eligible private, nonprofit 501(c)(3) organizations to conduct testing, investigation, and enforcement activities addressing violations of the Fair Housing Act and substantially equivalent state or local housing discrimination laws. Approximately $13.5 million in total funding is available across two award components: PEI-General with a maximum of $1,000,000 over 24 months (approximately 12 expected awards) and PEI-State and Local Housing Discrimination Component with a maximum of $1,500,000 over 24 months (approximately 1 expected award). The application deadline is November 2, 2026, with an anticipated award date of February 28, 2027, and an estimated performance period of July 1, 2027, through June 30, 2029.
Eligible applicants must be either a Qualified Fair Housing Enforcement Organization (QFHO) with at least two years of documented fair housing enforcement experience or a Fair Housing Enforcement Organization (FHO) with at least one year of such experience, with all applicants required to have completed complaint intake, complaint investigation, testing for fair housing violations, and enforcement of meritorious claims. Grant funding may not exceed 50 percent of an applicant's annual operating budget. Applicants must submit separate Statements of Work and budgets for each 12-month performance period and include $7,500 annually for HUD-approved training. Competitive evaluation is based on organizational capacity and experience, need and distress in the service area, soundness of approach, and results and evaluation capabilities, with awards determined through merit review, threshold review for eligibility, and risk assessment. The Assistance Listing number is 14.418.
