This is a Notice of Funding Opportunity for the Fair Housing Initiatives Program Education and Outreach Initiative administered by the Department of Housing and Urban Development. The program aims to educate the public, housing providers, and stakeholders about their rights and obligations under fair housing laws through competitive grants and cooperative agreements. Approximately $10.75 million in funding is available for approximately 34 total awards with an application deadline of November 2, 2026, and an anticipated award date of February 28, 2027. The program has two components: the National Media Campaign Component offering one award ranging from $1,000,000 to $2,500,000, and the General Component offering 33 awards ranging from $175,000 to $250,000 each. Performance periods are 12 to 18 months, with an estimated start date of July 1, 2027.

Eligible applicants include qualified fair housing enforcement organizations, nonprofits representing protected groups under the Fair Housing Act, state and local government agencies, and other entities engaged in fair housing activities. Key eligibility requirements include active SAM.gov registration, tax-exempt status for nonprofit organizations, resolution of any outstanding civil rights violations, no "poor" performance ratings on prior FHIP grants within five years, and FHIP funding cannot exceed 50% of an organization's annual operating budget. National Media Campaign applicants must have at least five years of experience in advertising, media, or public relations with strong understanding of adult learning theory and instructional design, or must partner with an organization having such experience. Applications are evaluated on organizational capacity and experience, needs assessment, soundness of approach including statement of work and budget, and evaluation plans, for a maximum of 100 points plus up to 7 preference points. All funded organizations must set aside $7,500 annually for mandatory HUD-sponsored training, comply with fair housing and civil rights requirements, and submit quarterly performance reports. Applications must be submitted electronically through Grants.gov.
