This file package contains application instructions and related documentation for the Indian Community Development Block Grant (ICDBG) Imminent Threat (IT) Program administered by the Department of Housing and Urban Development (HUD). The ICDBG-IT program provides funding to eligible Indian tribes and Tribal organizations to address urgent public health and safety threats affecting their communities. Approximately $5 million is available through this funding opportunity, with an estimated five awards anticipated. Grant ceilings are set at $750,000 for non-Presidentially Declared Disasters and $1,500,000 for Presidentially Declared Disasters. The program operates on a rolling basis with applications accepted through September 30, 2026, and an estimated three-month review period. Eligible activities include acquiring real property, improving public facilities, clearance activities, public services, interim assistance, relocation assistance, housing services, and housing rehabilitation.

Applications must be submitted via email to ONAP-ICDBG@hud.gov with a copy sent to the applicant's ONAP Area Office. Notably, applications must NOT be submitted through Grants.gov, as such submissions will not be accepted. Eligible applicants include Indian tribes, bands, groups, nations, Alaska Natives, and Tribal organizations authorized to apply on behalf of eligible entities as described in 24 CFR 1003.5. Tribal organizations must submit an eligibility determination with their application unless previously submitted to HUD. There is no limit on the number of applications an eligible applicant may submit. The project period length is determined by the Implementation Schedule (form HUD-4125) submitted by the applicant and approved by HUD, with costs and planned drawdowns to be incurred during the identified performance period.
