Appendix I excerpt
I.4.1 Proposal Submission
All information needed to respond to this announcement is contained in this Appendix, the EONS announcement, the NASA Grant and Cooperative Agreement Manual and the NASA Guidebook for Proposers Responding to a NASA Funding Announcement (revised March 2018) (https://www.hq.nasa.gov/office/procurement/NFAguidebook/proposer2018.pdf). Note: If the information contained in this Appendix conflicts with Grant and Cooperative Agreement Manual or the Guidebook for Proposers, the information in this Appendix takes precedence.
Every organization that intends to submit a proposal in response to this Appendix shall be registered in the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES), regardless of the electronic system used to submit proposals. Such registration must be performed by an organization’s electronic business point-of-contact (EBPOC) in the SAM at https://www.sam.gov/SAM/. A prerequisite for registering an organization in NSPIRES is registration in SAM.gov. Note that if the submitting organization is not registered in SAM, it may take 15 business days to complete the registration, so proposers are strongly advised to start the SAM and NSPIRES registration process well in advance of the proposal deadline in order to complete organization registration in SAM and then complete organization registration and proposer affiliation in NSPIRES before the proposal due date.
In general, the process to register an organization in NSPIRES requires the following steps:
1) An Employer Identification Number (EIN) for the organization. The EIN number is also commonly called the Tax Identification Number (TIN). The TIN/EIN can be obtained from the IRS website.
2) A Data Universal Numbering System (DUNS) number: Information regarding obtaining a DUNS number may be found at http://www.dnb.com/.
3) If the organization is a non-U.S. organization, a valid NATO Commercial and Government Entity (NCAGE) code: Information regarding obtaining an NCAGE number may be found at https://eportal.nspa.nato.int/AC135Public/scage/CageList.aspx
4) A valid login.gov account: Information regarding login.gov may be found at https://login.gov/.
5) A valid registration with the SAM: Information regarding SAM may be found at https://www.sam.gov/. As part of SAM registration, U.S. organizations will receive a Commercial and Government Entity (CAGE) code.
6) A valid registration with NSPIRES Note that a proposer’s difficulty or technical issues encountered when registering in SAM or NSPIRES is not a sufficient reason for NASA to accept a proposal submitted after the required deadline.
