STATEMENT OF WORK
GENERAL: The Eastern Oklahoma VA Healthcare System is renovating an existing facility to be called the VA Tulsa CHIP-In Project. The location of the new facility will be at 440 S. Houston Ave, Tulsa, Oklahoma 74127. The facility is required to have Overbed Patient Lifts to provide safe patient handling and employee safety when moving patients from beds to chairs or bathrooms.
BACKGROUND: The VA Tulsa CHIP-In Project requires healthcare services including Overbed Patient Lifts with multiple ceiling track configurations specific to each patient lift application.
PURPOSE: Overbed Patient Lifts are being used to safely move sedentary patients from their beds to a bathroom, from their beds to a chair, in Physical Therapy for stability, and in Radiology to assist patient movement.
SCOPE: VA Tulsa CHIP-in Project is requesting contractors to provide equipment and installation that meets or exceeds the physical, functional, and performance of the listed salient characteristics in the following sections. The equipment features are essential to the technical requirements to meet the department's needs and account for retrofitting an existing structure. The contractor will be responsible for collaborative efforts to support installation requirements, equipment, and equipment installation to include design of appropriate structural supports. The drawings provided in solicitation are representative of the areas the lifts are to be installed but may not meet actual design/equipment requirements. The contractor must select an appropriate design to tailor equipment to the facility to meet the intent of patient movement in the assigned spaces. The contractor is responsible for providing a design that will meet the requirement of adapting to both the thicker and thinner portions of the concrete, which should be able to hold the weight across thinning areas while avoiding the utility lines of the facility that are to be installed in the future. The contractor must provide P.E. stamped structural drawings with adequate bracing to minimize both vertical deflection (normal specification) and horizontal deflection given the odd nature of the structural concrete they’re attaching to.
PHYSICAL CHARACTERISTICS: There are Fourteen (14) different types of ceiling track configurations that the patient lifts will travel with each one unique to either the room type or application needed to safely move a patient. Each type is identified by its own Joint Schedule Number (JSN).

-- 24V, 10 – 13Amp, self-braking motor driven worm gear, or equivalent -- Emergency stop button must be located on the side or bottom of the motor (ISO 4.3.12). Hanging pull cord for emergency stop function.
-- Hydraulic safety drum with speed control to automatically brake in the case of free fall due to motor axel malfunction -- At least one lift motor model will have an alternate manual emergency lower device integrated with the lift strap. The lowering device must be in line with the sling bar with an additional 4 feet of reel-mounted strap.
-- Squeeze protection: automatically stop motor lifting once SlingBar reaches the maximum height -- Built-in self-diagnostics to include overload protection and anti-twist strap protection -- Low noise level, 52 dB, or lower -- Lift Speed: Minimum average speed across the loading profile of 1.5 to 2.5 inches per second or equivalent.
-- Lifting Interval: Minimum 70.9 inch- 82.7 inch (height adjustable) BATTERY TYPE and CHARGING:
-- 2 x 12 V / 2.4-2.6Ah valve regulated, sealed, lead accumulator (gel type) with battery level indicators or equivalent, lithium ion batteries will not be acceptable -- In Rail Charging with electrical connections at locations seen in the included drawing (at or near ceiling). In rail charging conductors must be continuous (no splices).
HAND CONTROL: connect on the side of the motor via a thread-locking connector. Provide means for the hand control to attach to the lift strap when not in use.
RAILS: Must comply with ISO 10535 allowing a maximum deflection during a maximum load of less than 1mm over a 200mm span (ISO 6.8) and meet a maximum load capacity of at least 1,000 pounds.
SUBSTRUCTURE: This is an example of an acceptable substructure, and we need to have an equivalent structure to adapt to existing conditions. Structure must be resistant to horizontal loads and movement. Threaded rod substructures will not be sufficient to meet this requirement due the existing architecture of the facility.
-- Structural elements between rails and main building structural elements -- Vertical support elements: Variable length, adjustable 2-piece, cylindrical cross-section, schedule 40 steel pipe section or better.
-- Attachment plates at each end of the vertical support element, steel, 7mm (.2 in.) minimum thickness, accept 2 bolt or 4 bolt conditions, welded to the vertical support element.
-- Connection to concrete/steel building elements: post-installed concrete expansion anchor/bolts/combination of Unistrut® and bolts or welding.
-- Main building structural elements, vertical support elements, and diagonal bracing must maintain system rigidity (at final rail locations) to within 1/8” over 100” during the full range of operation with full motor capacity loads suspended LIFTING ACCESSORIES: SlingBar must be the same manufacturer as the lift. Type as recommended by the manufacturer for intended use.
