About this file
This is a Statement of Objectives (SOO) for the U.S. Army Corps of Engineers (USACE) Kansas City District to procure an upgraded commercial-off-the-shelf (COTS) pipe crawler inspection system to replace an existing ROVR 125 system for non-sanitary infrastructure inspection.
The system must be a modular, wheel-driven crawler capable of inspecting pipes ranging from 6 to 48 inches in diameter with interchangeable wheel sets (rubberized, spiked, and gripping stone wheels) designed for CMP, VCP, PVC, and RCP pipe materials. The crawler must include an integrated lifting hook for mechanical retrieval, a high-definition pan-and-tilt primary camera with 360-degree viewing capability rated for operation under 14 feet of water head pressure, and a rear-facing backup camera with auxiliary lighting. If pressurization is required, the vendor must supply the pressurization tool and initial gas canisters. The system must include a motorized cord reel with a minimum 650-foot umbilical cable, with an optional upgrade to 1,000 feet, cable protection devices (minimum two "tiger-tail" style protectors), and manhole insertion accessories including insertion rollers and extendable down-pole rollers.
The controller must display and capture real-time data including time, slope, and distance from entry point, with capability for high-quality photo and video capture and external output ports (HDMI or USB) for external monitoring and live-streaming to Microsoft Teams or similar government-approved platforms. Reporting software must be NASSCO PACP compliant with integrated report-writing capability and must include free operating system and software updates for the system's operational life. Power requirements include a portable generator rated between 2,500 and 5,000 watts with operating noise under 71 dB, with sufficient capacity to power the entire system plus one inspector laptop and one confined-space squirrel cage blower simultaneously. The vendor must provide the entire system in transportable Pelican-style storage cases with all necessary assembly and service tools, hardcopy operator and maintenance manuals, initial operational training for USACE personnel, and post-sale support in sourcing replacement parts and identifying authorized service providers.

Upgraded Pipe Crawler Inspection System
U.S. Army Corps of Engineers (USACE) – Kansas City District
1. Objective & Scope
The Kansas City District requires a commercial-off-the-shelf (COTS) pipe crawling inspection system to replace an existing ROVR 125 system. The upgraded system will be used in non-sanitary infrastructure via manholes, flap gates, and mechanical access points. It must be a modular, wheel-driven system capable of adjusting to varying pipe sizes, lengths, and materials.
2. Technical & Crawler Specifications
2.1 Mobility & Configuration
• Drive System: Must utilize a wheeled drive system (tracked systems are not acceptable due to internal pipe conditions).
• Pipe Diameter Range: Configurable to inspect pipes ranging from 6 inches to 48 inches in diameter using interchangeable wheels, elevators, or adjusters.
• Wheel Options: Must include specialized wheel sets for each pipe size to traverse CMP, VCP, PVC, and RCP systems. Sets must include:
o Rubberized wheels (for common surfaces) o Spiked wheels (e.g., "bad-boys" for PVC) o Gripping stone wheels (for VCP and RCP)
• Retrieval Features: Must include a integrated lifting hook mechanism for mechanical insertion and retrieval.
2.2 Camera & Lighting System
• Primary Camera: High-Definition (HD) Pan & Tilt capability to allow 360-degree viewing of interior pipe walls.
• Submergence Rating: Waterproof and capable of operating under a minimum of 14 feet of water head pressure.
• Pressurization: If the camera/crawler requires specialized gas for pressurization, the vendor must include the pressurization tool and an initial supply of gas canisters.
• Rear-Facing System: Must include a backup camera ("Backeye") and additional auxiliary lighting to facilitate safe crawler retrieval.
3. Umbilical & Cable Management
• Standard Length: Motorized cord reel equipped with a minimum 650-foot umbilical cable.
• Extended Option: Quote must include an option to upgrade or extend the umbilical length up to 1,000 feet for single-entry point inspections.
• Cable Protection: Must include cable protection devices (e.g., minimum of two "tiger-tail" style hose/cable protectors).
• Manhole Insertion Accessories: Must include insertion rollers and extendable down-pole rollers to guide the umbilical safely from the surface into the access point.
4. Controller, Software, & Data Management
4.1 Hardware Controller
• Capability: Computer controller must display and capture real-time time, slope, and distance from the entry point.
• Media Capture: Capable of capturing high-quality photos and video clips.
• Connectivity: Must feature an external output port (e.g., HDMI or USB) to allow external monitor viewing, image capture, or live-streaming of inspections into Microsoft Teams or similar government-approved remote collaboration platforms.
4.2 Software
• Reporting: Integrated report-writing software that allows captured images and inspector comments to be embedded directly into an editable report format.
• Compliance: Reporting software must be NASSCO PACP compliant.
• Lifecycle Support: Vendor must provide all operating system and report-writing software updates for the operational life of the system at no additional cost.
5. Power Requirements
• Generator: Included portable generator rated between 2,500 watts and 5,000 watts.
• Noise Limit: Operating decibel level must remain under 71 dB.
• Capacity: Generator must have sufficient capacity to power the entire inspection system simultaneously with the following external ancillary equipment (ancillary items not included in procurement):
o One (1) inspector laptop o One (1) confined-space squirrel cage blower
6. Logistics, Maintenance, & Training
6.1 Storage & Transport
• Portability: The entire system must be capable of being broken down for transport and storage.
• Cases: Preferred storage containers are rugged, waterproof Pelican-style transit boxes.
• Tooling: All tools required to assemble, disassemble, reconfigure, or perform basic field service on the system must be included.
6.2 Documentation & Training
• Manuals: Hardcopy (printed) manuals for the operator and maintenance technicians must be included (required for off-grid/remote operations). Complete software user guides and instruction sheets must also be provided.
• Training: Initial operational training for USACE crawler operators must be included in the purchase price.
6.3 Lifecycle Service & Repair
• While long-term maintenance, repairs, and spare parts are excluded from the initial purchase price, the selected vendor must agree to assist USACE in sourcing replacement parts and identifying authorized service providers over the operational lifespan of the system
