About this file
This document is a detailed technical specification for procuring Pintle Stock Material for the T-AH Class naval vessel, issued by the Military Sealift Command. The specification requires two (2) units of pintle stock material with precise dimensions of 18.000" OD x 66.000" long, sourced to meet American Bureau of Shipping (ABS) Grade 4 marine vessel standards. Strict requirements include specific chemical composition limits (carbon content ≤0.23%, carbon equivalent ≤0.41%), comprehensive material testing, and mandatory ABS certification.
Key technical requirements mandate that the material be fully killed steel, with detailed chemical composition testing, prolongation specimens per ASTM A668, and complete documentation. The contractor must coordinate all ABS inspections, provide 48-hour notice for inspections, submit electronic material test reports, and stamp each forging with specific identification details including serial number, ABS Maltese Cross, project number, specification, heat number, manufacture date, and manufacturer name. Repair welding is explicitly prohibited, and the contractor must provide a Gantt chart detailing the complete work timeline to the Military Sealift Command.

1. Contractor to provide the following:
2. Quantity: two (2) units of: PINTLE STOCK MATERIAL
3. Dimensions: 18.000" OD X 66.000” LONG. Reference is Detail "12-B" of MSC drawing 6631352 Rudder & Rudder Castings. Each piece must be provided in one continuous length. Final machining to be performed separate from this tasking and at time of installation.
4. Mechanical Properties: must meet American Bureau of Shipping (ABS) Grade 4 per ABS Marine Vessel Rules (MVR) 2-3-7/3.1:
5. Chemical Composition: to comply with ABS MVR 2-3-7/3.1. Carbon content is not to exceed 0.23% and carbon equivalent (Ceq) is not to exceed 0.41%. Steel to be fully killed. Chemical Composition to follow ABS MVR for Grade 4 steel:
6. Material Testing: Coordinate all required testing with ABS for each piece (2) of material.
a. At a minimum, the Chemistry results must list the weight percentage of Carbon, Manganese, Chromium, Molybdenum, Vanadium, Nickel, Copper, Sulfur, Phosphorous, and Silicon. Contractor to ensure all ABS and ASTM required testing is conducted.
b. Contractor to coordinate all required ABS certification for each piece of material in accordance with ABS MVRs. No operations may be completed that require witnessing without ABS present. Contactor to inform MSCREP of all inspections and allow the opportunity for MSCREP to be present at time of inspections with 48hr minimum notice. A test on a Monday requires notification on the Friday before.
c. Provide prolongations from specimens according to ASTM A668.
d. Contractor to give MSC access to all files submitted to ABS and allow access to eagle.org submissions.
7. Provide electronic copies of Material Test Report(s) to MSC.
8. Repair Welding is NOT permitted.
9. At the completion of all testing and ABS Acceptance, stamp one end of the forging in compliance with ASTM A788. Ensure all stamping is not within potential finished machining area nor within two (2) inches of center of the Pintle. Provide photos of final stamping via electronic submission to MSC.
a. Stamp the following:
i. serial number provided by MSC
ii. ABS Maltese Cross
iii. ABS Project Number(s)
iv. Specification Number (i.e. ABS Grade 4)
v. Heat Number
vi. Date of Manufacture
vii. Name of Manufacturer.
10. Provide MSC with Gantt Chart of timeline for completion of work to include, but not limited to, each verification step, heat treatment, etc. along with estimated length of time for each step.
