About this file
This is a Request for Quotation (RFQ) and Scope of Work document issued by the New York State Office of Parks, Recreation and Historic Preservation (NYSOPRHP) Genesee Region for herbicide treatment services. The project involves treating Brachypodium sylvaticum (slender false-brome) invasive species across approximately 2-3 acres within a 10-acre project boundary at Letchworth State Park in Castile, New York. The treatment will utilize foliar spray herbicide application methods conducted by NYSDEC-certified applicators on wooded terrestrial trails between Hemlock Trail (2A) and Pine Pond Y Loop, with manual removal required for plants within 100 feet of wetlands. A mandatory pre-bid site visit is scheduled for April 30, 2026, at 11:00 AM at the Hemlock Trail trailhead; vendor questions are due by April 22, 2026, at 4:00 PM ET; and RFQ responses are due May 8, 2026, at 4:00 PM ET. The contract runs from award through September 1, 2028, with first-round treatments conducted monthly from June through August 2026 and continuing annually through 2028. The contract is guaranteed valid until December 31, 2026.
Pricing must be submitted as an itemized cost breakdown (not lump sum) with separate line items for permits, materials, labor, equipment, transportation, personal protective equipment, and incidental costs, with unit prices, estimated quantities, and extended totals for each item. This is not a prevailing wage project, but contractors must register with the New York Department of Labor prior to bidding and obtain applicable commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate. Bidders must demonstrate experience with at least three comparable projects and provide herbicide product labels with EPA registration numbers. LaBella is identified as an incumbent, having held a 2025-2027 contract for similar stiltgrass treatments within Letchworth. Award will be based on lowest total cost meeting all requirements, and MWBE/SDVOB vendors are encouraged to participate with documented good faith efforts. Responses exceeding $15,000 require additional certifications including lobbying law compliance, non-collusive bidding affirmation, and Executive Order compliance regarding Russian business operations and workplace sexual harassment prevention policies.

Pine Pond Invasive Removal
Letchworth State Park 1 Letchworth State Park
Castile, NY 14427
Project description: Project description: The Genesee Region of New York State Ofice of Parks, Recreation and Historic Preservation (NYSOPRHP) is soliciting quotes for herbicide treatment of Brachypodium sylvaticum (Slender false-brome) within Letchworth State Park.
The project site encompasses 10 acres of wooded terrestrial trails surrounded by Appalachian Oak-Hickory Forest and Hemlock-Northern Hardwood Forest, located between the Hemlock Trail (2A) and Pine Pond Y Loop. Infestations include scattered patches in forested areas between trails, as well as encroaching toward the Pine Pond wetland system.
Note: Chemical treatments will only be conducted on populations that are further than 100 feet from the wetlands, manual removal will be required for plants within the buffer area.
The estimated treatment area is approximately 2-3 acres, representing 10-20% infestation coverage within the total 10-acre project boundary. Please note the 10-acre igure deines the geographic boundaries of the project area, not the total area to be treated. Due to the scattered and variable nature of the infestation, the exact acreage requiring treatment may vary and cannot be precisely determined in advance. Vendors should anticipate treating approximately 2-3 scattered acres within the deined project area. (Figure 1, Appendix A).
Exact treatment dates TBD within the windows given below with consideration to weather and standing water/precipitation. See “Treatment in 2026” section for treatment timelines.
Treatment area requires certiied herbicide applicators to perform treatments. All contractors will need to register with the Department of Labor and provide proof of registration before bidding on NYS Parks advertisement.
Pre-bid site meeting to be held on 4/30/2026 at 11 am at the` beginning of Hemlock Trail (2A). Meet at parking space at the beginning of the trail head (GPS 42°35'39.30"N, 78° 2'31.17"W) (Figure 2, Appendix A). Use of an ATV, UTV, or side-by-side equipment is permitted for use on Trail 2A/Pine Pond Y Loop.
Contractor bids/quotes for the Pine Pond Brachypodium Removal project will be guaranteed until December 31st, 2026.
See attached Request for Quotation for bid submission information.
Detailed Speciications
Control Methods: All pesticide applications in this project will comply with the applicable rules and regulations for the proposed pesticide product. To minimize potential impacts, herbicides will be used judiciously and applied with the most precise techniques available.
Only NYSDEC-certiied applicators will perform the treatments, follow best management practices and use appropriate personal protective equipment (PPE) as speciied by the pesticide label. Applications will take place under low-wind conditions to prevent drift and overspray. The required waiting period between application and rainfall will be based on the speciic instructions on each herbicide label. Furthermore, herbicide mixing, and storage will occur at least 300 feet away from any water body. These measures are designed to minimize potential effects on water resources, natural habitats, and non-target species. Control methods will include foliar spraying of the targeted species.
Foliar Spray Method: The contractor will supply and apply herbicide directly to the leaves of the target species using a foliar spray. The herbicide will be applied at an approved diluted concentration, mixed appropriately, and applied to the leaves with a spraying device.
Speciic Treatment Approach: The control methods are utilized in one category of treatment: Brachypodium Treatment Approach. The method is described in detail below.
The Contractor is directed to use the Brachypodium Treatment Approach as the primary means of control at each treatment location.
Brachypodium Treatment Approach: The contractor shall treat Brachypodium using herbicide. Use a foliar spray method with herbicide application for all Brachypodium populations.
Treatment in 2026-2028: First round of treatments will be conducted once a month between June and August and continue every year until the end of 2028.
Documentation and Communications: The contractor shall submit all necessary permits for herbicide application related to this project. The contractor will be responsible for paying the permit application fee to the DEC. Additionally, the contractor will complete the required DEC forms to document herbicide applications and submit the completed forms to NYSOPRHP in both hardcopy and electronic (PDF) formats within three weeks of treatment. The contractor is also required to provide representative digital photographs (jpg format), including before-and-after photos of each treatment area, action shots (such as spraying or mixing), and general location photos (e.g., panoramic views). A list of photo numbers, captions, and acquisition dates must accompany the photos. Before beginning any work, the contractor must inform NYSOPRHP of the planned schedule. While weather conditions and other factors may necessitate schedule adjustments, the contractor must notify NYSOPRHP of any changes at least one week in advance. The contractor must also coordinate with the project manager to ensure the scheduling of this work aligns with any other ongoing projects in the park.
Access and Safety: Access to the project sites is available by car, truck, or other approved equipment. All vehicles and equipment must display the contractor’s name visibly. The treatment area is accessible via the Castile or Portageville entrances of Letchworth State Park – the closest entrances to the site – heading toward Inspiration Point, then turning onto Trout Pond Road toward Hemlock Trail (2A) trailhead. From the trailhead, the treatment site can be reached by ATV, UTV, side-by-side, or on foot.
Any disturbed or damaged areas must be repaired by the contractor upon project completion. Parking is available during daylight hours only; no equipment is to be left on site overnight. Contractors are required to implement appropriate trafic and pedestrian safety measures for any road or trail obstructions, in accordance with the Manual on Uniform Trafic Control Devices (MUTCD). A site safety plan must be submitted prior to the start of work, and high-visibility clothing is always required while on park property. The contractor must also provide the project manager with all emergency contact information prior to beginning work.
Applicator certiication, herbicide selection and handling: The contractor is responsible for complying with all federal, state, and local regulations related to the purchase, transport, application, and disposal of herbicides. The contractor must be a certiied applicator through the DEC. New York State regulations mandate that herbicide concentrations must adhere to the manufacturer's speciications on the product label.
These mixing instructions should not be altered unless the manufacturer issues supplemental labeling materials that are approved by the State.
Miscellaneous Requirements: All treatment locations are situated on public lands.
Bidders should anticipate potential restrictions on mechanical cutting in one or more treatment areas. Work is not permitted on weekends, holidays, or during periods of high use. If the contractor wishes to work on a weekend or holiday, approval must be obtained from the project manager at least one week in advance.
Protection of the Site: The contractor is responsible for protecting existing native vegetation, equipment, structures, utilities, and other improvements at the project site and on adjacent properties, except for those designated to be removed or altered. Upon completion of each treatment event, the contractor must clean and restore each work site and access roads to their original condition, repairing any damage to existing facilities, such as trails, roads, and parking areas, to their original or better condition.
Environmental Protection: The contractor is responsible for implementing measures to protect the environment, operate temporary facilities, and carry out construction activities in compliance with environmental regulations, minimizing the potential for air, water, soil contamination, or other harmful impacts. The contractor must ensure that all personnel adhere to applicable environmental regulations, including federal, state, and local laws related to pollution control and the protection of plants and wildlife. Precautions must be taken to prevent damage to nearby vegetation from wind drift or handling herbicides, fuel, or other hazardous materials. The contractor must also comply with permit conditions, including applying herbicide only during low wind conditions and avoiding application during or immediately before rain. forecasted rain.
Schedule:
Pre-Bid Site Visit: April 30th, 2026
Bidders must attend a pre-bid site visit. NYSOPRHP staff, owner representatives, and others will provide bidders an opportunity to ask questions and view site conditions irsthand.
Qualiications and Experience: The bidder must submit to NYSOPRHP a copy of the herbicide product labels they plan to use, including the product name, application rate, and EPA registration number. Bidders are also required to provide a brief statement outlining their qualiications and experience in performing similar services to those described in these speciications. Additionally, bidders should list at least three comparable projects, providing the project name, location, start and end dates, and a brief description of the work completed.
Cost Proposal: Contracted invasive species work is a Unit Price Sum.
Itemized Cost Breakdown Required for 2026: Bidders must provide a fully itemized cost breakdown for invasive species control in 2026. Our agency does not accept lump sum bids. Costs must be separately listed for each of the following categories: permits, materials, labor, equipment, transportation, PPE, and any other incidental costs necessary to complete the work professionally, as outlined in the “Treatment in 2026-2028” section and the accompanying speciications, igures, and attachments. Each line item must include a unit price, estimated quantity, and extended total. Please note, this is not a prevailing wage project.
