Solicitation Number: W9124C-22-R-0022 issued as a Request for Quote (RFQ). This solicitation document and attached provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, effective 08/10/2022.

Notice Type: Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Product Service Code: F105 – PESTICIDES SUPPORT SERVICES

Set-Aside Status: This acquisition is 100% set aside for Small Businesses

System for Award Management: The Contractor must be registered in the SAM database at www.sam.gov. "Registered in the SAM database" means that (1) the contractor has entered all mandatory information into the SAM database; and (2) The Government has validated all mandatory data fields and has marked the record "Active."

Contract Type: The Government is contemplating award of a single, firm-fixed price contract pursuant to Federal Acquisition Regulations (FAR), Part 12 and Part 13. The purpose of this advertisement is needed to provide services necessary to aid in and control of the pigeon population surrounding Moncrief Army Hospital at Fort Jackson. The work will consist of trapping and utilizing trained birds of prey to eliminate and control the pigeon population surrounding MACH Fort Jackson, Columbia, SC. The anticipated period performance is one (1) 12 month base period from date of award and two (2) 12 month option periods.

There shall be no site visit unless requested within the first three days of release of this posted advertisement. Site visits may be submitted by sending your Company name and name of each attendee who is expected to attend to BOTH cheryl.m.todd.civ@army.mil AND scott.r.bertacini.civ@army.mil not later than 06 September 2022 @ 0900. An amendment shall be issued if a site visit will be held and all interested parties shall be notified of the date and time of the site visit.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial products or commercial services. Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days of contract expiration.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow

(WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—
