Project Title:
Hawaii charter patron contact list and noncommercial fishing characterization directory
Background:
Currently, the State of Hawaii does not require marine non-commercial fishermen to obtain a fishing license to harvest living marine resources. Therefore, there are no population frames available to draw survey samples which complicates research efforts directed to this community. During 2017, NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) will be conducting a survey to better understand the economic contribution of noncommercial fishing to the State of Hawaii across multiple fishing modes: private boat, shore-based, and charter (for-hire) fishing. Recent research efforts and state databases allow PIFSC a means to target fishermen in private boat and shore-based modes, but there is a need to solicit participation from charter fishing patrons. Additionally, there is an interest from PIFSC to have a directory to allow researchers access to the fishing community to facilitate information exchange in terms of promoting both past research results and future research plans.
Objective:
The NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) Socioeconomics Program seeks proposals from small businesses to assist in support of a 2017 Hawaii noncommercial fishing expenditure survey as well as develop a directory-style characterization of noncommercial fishing-related businesses, support industries, clubs, tournaments and online platforms frequented by noncommercial fishermen. This project has multiple deliverables that collectively will support research to describe the economic and social contributions of noncommercial fishing to the state of Hawaii and foster improved communication with the fishing community. This will be a Firm Fixed Price (FFP) award.
Scope of Work:
Generation of Charter Patron Contact List: A list of charter (for-hire) fishing patrons with contact information will need to be developed and delivered to the PIFSC task manager.
Noncommercial fishing characterization directory: A diverse directory will be compiled to allow PIFSC researchers improved access to the noncommercial fishing community and a deeper understanding of the economic and social linkages of fishing in the state of Hawaii. Elements in this directory are described in the Tasks section, but in short - include an accounting of fishing tournaments and clubs across the state of Hawaii; a comprehensive accounting of fishing-related businesses and support industries, and insights into methods of communications within the community (popular press and media, social media groups, online discussion boards, etc.).
All source materials will be provided to NOAA Fisheries PIFSC Socioeconomics Program.
The required skills for the project include demonstrated experience with:
· Knowledge of Hawaii noncommercial fishery (fishermen, industry, associations, etc.)
· Ability to recruit fishermen to participate in scientific research
· Building relationships within the Hawaii noncommercial fishing community
Preferable skills for the project include:
· Current working relationships with Hawaii fishermen
Tasks:
The contractor would be expected to:
Activity 1: Identify and successfully recruit Hawaii charter (for-hire) fishing patrons to provide contact information for potential participation in a mail-based 2017 Hawaii noncommercial fishing expenditure survey. Charter patrons must have taken at least one charter (for-hire) fishing trip in the state of Hawaii between January and September 2017. The contractor would be expected to provide a minimum of 750 names and addresses for charter patrons to the PIFSC task manager with a minimum seasonal requirements of: (a) January – March (n=150); (b) April – June (n=250), (c) July – September (n=300). Contact lists exceeding these minimum values will be acceptable.
Activity 2: Catalog (list) of fishing tournaments held during 2016. Attributes to include within each entry include: month held, island, tournament name, entry fee, target gear/species, estimated number of participants, organizer point of contact name, organizer mailing address, organizer email/phone, website/facebook group (if available), motivation for tournament (cash, fundraiser, community event, etc.), winning categories, and other attributes of interest (rules/style, keiki, wahine, military, etc.) as identified through discussions with contractor and PIFSC Task Manager.
Activity 3: Catalog (list) of active fishing clubs across the state of Hawaii. Attributes to include within each entry include: island, club name, club contact address, monthly meeting date, monthly meeting location, current membership, year founded, club contact phone number, club contact email, current president, and other attributes of interest (target species/gear, club tournaments, club events etc.) as identified through discussions with contractor and PIFSC Task Manager.
Activity 4: Develop list of local fishing websites, magazines, newsletters, radio, television, periodicals, major facebook /social media groups, online bulletin boards/threads relevant to noncommercial fishing in Hawaii. Each entry should include (where applicable): island, target group (boat, shore, spear, kayak, etc.), other elements where available (distribution estimates, group members, listeners, threads, etc.) as identified through discussions with contractor and PIFSC Task Manager.
Activity 5: Develop a characterization directory for noncommercial fishing in the State of Hawaii. This directory would profile the noncommercial fishing industry and provide contact information to facilitate dialogue with the fishing community. Components of the statewide directory would include:
(a) Tackle/Fishing/Marine supply stores (including major catalog/online sources and local entrepreneurs – as available)
(b) Vessel dealers (to include kayaks, personal watercrafts)
(c) Vessel maintenance/repair businesses
(d) Trailer supply and maintenance businesses
(e) Vehicle accessory suppliers
(f) Ice retailers
(g) Other entities as identified through discussions with contractor and PIFSC Task Manager
Each directory entry should be annotated with relevant elements, to include:
island; company name, physical address; phone/email; point of contact; years in business; website/facebook page; and other attributes of interest as identified through discussions with contractor and PIFSC Task Manager.
Activity 5: Develop communications guide that includes a list of local fishing media products: radio, television, web, podcasts, magazines, newsletters, periodicals, speaker series, major facebook /social media groups, online bulletin boards/threads relevant to noncommercial fishing in Hawaii. Each entry should include (where possible): island, target group (boat, shore, spear, kayak, etc.), web address, point of contact name and phone/email, distribution estimates; and other attributes of interest as identified through discussions with contractor and PIFSC Task Manager.
Period of Performance:
The contract period is limited to one calendar year from date of contract award.
Place of Performance:
Performance will be located at contractor’s facility and in the field. Meetings with PIFSC point of contact may occur at the NOAA Inouye Regional Center federal facility or off-site locations on Oahu.
