Project Title:
Hawaii Bottomfish Oral History Project: Tracing Traditions and Fishery Development
Background:
The Hawaii bottomfish fishery is a unique small-scale fishery with rich traditions and strong social, cultural and economic importance to the people of Hawaii. The NOAA Fisheries Pacific Islands Fisheries Science Center (PIFSC) Socioeconomics Program seeks proposals from small businesses to assist in the documenting the history of the Hawaii bottomfish fishery.
Objective:
The project proposes to explore how the culture, traditions, and fishing techniques for the Hawaii bottomfish fishery have evolved from Native Hawaiian populations to modern times. Documenting the bottomfish “family tree”, traditional knowledge, techniques, adaptations, culture and traditions will improve our understanding of changes in the fishery over time and provide valuable insights. These could allow for consideration of traditional values in management programs, improve our interpretation of historical data, and ensure sustainable management for the future.
Scope of Work:
Archival Research and Transcription: The Western Pacific Regional Fishery Management Council (Council) has an extensive video library of past interviews with members of the fishing community. The project will require review, cataloging, and transcription of archived videos identified to be relevant to the Hawaii bottomfish fishery.
Generation of Fishery Contact List: An initial list of key fishery stakeholders with contact information will need to be developed and organized by; island, role in fishery, and years active in the fishery.
Recruit fishermen to participate in research: A diverse sample of fishermen (minimum of 50) will need to be recruited to participate in semi-structured in-person interviews.
Conduct semi-structured interviews: It is expected that a minimum of 50 interviews be conducted with members of the Hawaii bottomfish fishing community. Each interview will need to be audio recorded and provided as a project deliverable. Some interviews will be video recorded to support video summary products.
Produce audio and visual summary products: A key element of this task will be to design and produce audio, video, and popular press research summary products. Content and design will be completed in collaboration with PIFSC point of contact, but the contractor will be responsible for production and Hawaii Bottomfish Oral History Project: Tracing Traditions and Fishery Development.
All source materials will be provided to and become the property of NOAA Fisheries PIFSC Socioeconomics Program.
The required skills for the project include demonstrated experience with:
