The contractor will coordinate three primary events: MCHB's Bureau Month (approximately 125 in-person attendees in September 2026), an in-person Leadership Retreat (approximately 15 attendees), four one-hour virtual webinars during Bureau Month (approximately 200 attendees), and two one-hour virtual webinars during Black Maternal Health Week in April 2027 (approximately 200 attendees). The contractor's responsibilities encompass pre-event planning, facilitator coordination, venue selection and management, catering coordination, audio-visual and technology support, and post-event reporting and survey analysis. The RFP was issued May 22, 2026, with a questions deadline of June 5, 2026, at 2:00 PM EST and a proposal closing date of June 12, 2026, at 2:00 PM EST. No pre-proposal conference will be held. The contract term extends from July 1, 2026, through June 30, 2027, with a single award anticipated. Proposals must be submitted electronically via the eMaryland Marketplace Advantage (eMMA) system and include two separate volumes: a Technical Proposal and a Financial Proposal.

This is a firm fixed-price small procurement under COMAR 21.05.07 regulations. The contractor must demonstrate working knowledge of event planning and coordination through three professional references from the past five years, a resume or curriculum vitae, and a sample agenda or run-of-show from a previously coordinated event. Quarterly reports are required detailing activity progress, contacted facilitators and venues, subcontractor information, challenges, and budget expenditures. The RFP encourages participation from Minority Business Enterprises and Small Business Reserve vendors. Therefore, the State may conduct discussions with all Offerors that have submitted Proposals that are determined to be reasonably susceptible of being selected for contract award or potentially so. However, the State reserves the right to make an award without holding discussions.

In either case (i.e., with or without discussions), the State may determine an Offeror to be not responsible and/or an

Offeror’s Proposal to be not reasonably susceptible of being selected for award at any time after the initial closing date for receipt of Proposals and prior to Contract award. If the State finds an Offeror to be not responsible and/or an

Offeror’s Technical Proposal to be not reasonably susceptible of being selected for award, that Offeror’s Financial

Proposal will be returned if the Financial Proposal is unopened at the time of the determination.

5.4.2 Award Determination

Upon completion of the Technical Proposal and Financial Proposal evaluations and rankings, each Offeror will receive an overall ranking. The Procurement Officer will recommend award of the Contract to the responsible

Offeror that submitted the Proposal determined to be the most advantageous to the State. In making this most advantageous Proposal determination, technical factors will receive equal weight with financial factors.
