About this file
This is a vendor questions and answers document issued by the Maryland Department of Health, Office of Children and Youth with Specific Health Care Needs (OCYSHCN), regarding Request for Applications eMMA #PHPA 3733/BPM055049 for American Sign Language (ASL) interpretation services for the Maryland Early Hearing Detection and Intervention Program. The solicitation seeks a minimum of 50 hours of ASL interpretation services to be provided virtually over a three-year contract term. Services include interpretation for four quarterly Advisory Council Meetings annually (up to 2 hours each), four pre-meetings annually (up to 1 hour each), four post-meetings annually (up to 1 hour each), and potential ad-hoc meetings (up to 1 hour each). The typical meeting schedule occurs in January, April, July, and October, with pre-meetings held one week before and post-meetings held one week after the Advisory Council meetings, all scheduled to begin at 12:00 PM ET. Advisory Council meetings typically include 12 council members and 5 program/department staff, while pre- and post-meetings involve 4-5 attendees. All services must be provided virtually using online platforms such as Zoom and Google Meet, and applicants must register their business with the State of Maryland.
The incumbent vendor is Birnbaum Interpreting Services. Applicants are not required to reside in Maryland but must register their business with the state to conduct business there. The Department declined to disclose the anticipated yearly budget cap to maintain pricing competition among applicants. Applicants must align their budgets with the time and effort presented in the project narrative and base total cost calculations on the 50 hours of service over the three-year term (approximately 16 hours annually). Applicants should submit financial proposals using Exhibit B, with the flexibility to insert additional rows and columns as needed while maintaining required elements. Advisory Council Meetings are recorded but not publicly shared or broadcast live, while pre- and post-meetings are typically not recorded unless council chairs request recording for reference purposes.
