About this file

This document is an Addendum to a Request for Expressions of Interest (RFEI) issued by the Pennsylvania Historical and Museum Commission (PHMC) for the long-term lease of Peace Church, a historic 1798 church located in Hampden Township, Cumberland County, Pennsylvania. The Addendum provides clarification on several questions related to the RFEI, including the ability of the lessee to seek grants for funding, the handling of artifacts currently in the church, and the responsibility for funding any required archaeological surveys. The RFEI offers a 25-year lease for non-governmental units or a 99-year lease for municipalities and sub-governmental units, who typically partner with a nonprofit to sublease the property.

The Addendum specifies that the lessee will be able to apply for grants for which it meets the eligibility requirements, and PHMC will provide a letter of support upon request. PHMC will not remove the artifacts currently in the church, including the Conrad Doll organ, but the lessee will be required to sign a separate artifact loan agreement. Any archaeological surveys required by the State Historic Preservation Office will be considered part of the capital improvement project and, therefore, the responsibility of the lessee.

Subject:
PHMC Peace Church Long Term Lease
RFEI Number:
PHMC-PC-1024
Due Date/Time:

Addendum Number:

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).

Questions and Answers

Q: How will leasing, rather than owning the property, effect an organizations ability to seek grants for funding?

A: The lessee will be able to apply for grants for which it meets the eligibility requirements. PHMC would provide the lessee with a letter of support to include with a grant proposal upon timely request and after reviewing the grant application. Lessees holding a 25-year or 99-year lease on a PHMC-owned property are eligible to apply for PHMC’s Cultural and Historical Support Grant, Keystone Historic Preservation Planning Grant, and/or Keystone Historic Preservation Construction Grant as long as they meet all grant eligibility requirements.

Q: Should the Peace Church be leased, will the Conrad Doll organ, the communion table, and other artifacts remain in the Church?

A: Artifacts currently at Peace Church, including the Conrad Doll organ, will remain in PHMC’s collection. However, PHMC does not intend to remove artifacts from Peace Church. The lessee will sign a separate artifact loan agreement with PHMC. All loans of artifacts, reproductions or other items will be at the sole discretion of the PHMC.

Q: If further archeology surveys are necessary, such as ground penetration studies, particularly as they relate to a parking plan, will the lessee be responsible for funding those surveys?

A: Archaeological surveys required by the State Historic Preservation Office will be considered part of the capital improvement project and thus the responsibility of the lessee.

Type of Solicitation: RFEI Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous solicitation addenda, remain as originally written.
