About this file

This is a Justification for Single Source Award document issued by the Department of Veterans Affairs for a procurement exceeding the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT).

The Philadelphia VA Medical Center (VISN 04, NCO 04) requires fifty-five (55) doses of NETSPOT (Gallium Ga68), a radioactive tracer used in positron emission tomography (PET) scans to detect neuroendocrine tumors (NETs). The requirement is brand-name only, with NETSPOT being an FDA-approved, patented kit developed by Advanced Accelerator Applications (AAA), a subsidiary of Novartis, for preparation of Gallium Ga 68 Dotatate injection. The product is supplied as sterile, single-dose kits delivered as ready-to-use doses from local radiopharmacies to select metropolitan areas. The total estimated contract value is redacted. The justification for single source award emphasizes that NETSPOT's labeling, preparation methodology, imaging characteristics, and clinical use are already integrated into the facility's established Nuclear Medicine/PET protocols and physician workflows. Transitioning to an alternative product would create unacceptable clinical and patient safety risks, including potential human error during preparation, administration, or interpretation, and would require technologist retraining and protocol redevelopment. Market research identified Advanced Accelerator Applications as the large original equipment manufacturer with two known small business distributors: Nuclear Diagnostic Products of Philadelphia and RLS (USA) Inc. The current award (3C24425P0443) to Nuclear Diagnostic Products, Inc. expires June 3, 2026. The Contracting Officer, Amanda Saunders, certified the justification on May 19, 2026, per RFO 12.102(a).

1. Contracting Activity:

Department of Veterans Affairs, VISN 04, NCO 04, in support of the Philadelphia VA Medical Center located at 3900 Woodland Avenue, Philadelphia, PA 19104.

2237# 642-26-3-029-0061.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Philadelphia VA Medical Center has a brand name only requirement for fifty-five

(55) NETSPOT (Gallium Ga68) Doses, as-needed. NETSPOT is a radioactive tracer used in positron emission tomography (PET) scans for patients. Providers use this tracer to help them look for certain types of hormone-releasing tumors, also known as neuroendocrine tumors (NET) in the body. The tracer is injected into the veins and can help providers determine where the tumors are and whether they've spread.

This radiopharmaceutical will be used within an established Nuclear Medicine/PET imaging program requiring standardized preparation procedures, validated imaging protocols, established physician interpretation criteria, and compatibility with existing Gallium 69 radiolabeling workflows.

The total estimated value of this requirement is

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

NETSPOT is a novel patented kit developed by Advanced Accelerator Applications (AAA) for the preparation of Gallium Ga 68 Dotatate injection, for localization of somatostatin receptor positive neuroendocrine tumors (NETS) in patients using Positron Emission Tomography ("PET”). NETSPOT is FDA-approved for PET imaging of somatostatin receptor[prositive neuroendocrine tumors in adult and pediatric patients. NETSPOT is supplied as a sterile, single-dose kit for preparation of Ga 68 dotatate injection for intravenous use. NETSPOT is currently available in the U.S as a ready-to-use dose delivered from a local radiopharmacy to medical facilities in selected metropolitan areas.

The product’s labeling, preparation methodology, imaging characteristics, and clincal use are already incorporated into the facility’s established Nuclear Medicine
