About this file

This document outlines the Criteria for Selection of Vendors for the Massachusetts Division of Fisheries & Wildlife's FY2017 Purchase of Live Pheasants. The criteria are based on cost, quality of birds, quality of vendor service, Massachusetts Agricultural Preference, and proximity. The contract opportunity involves the purchase of 40,000 live adult pheasants and 8,000 live 8-week old pheasants. Vendors will be evaluated and scored on cost, with the lowest bid receiving the highest points. Evaluation of bird and service quality will be based on past agency experience or vendor references. Preference will be given to Massachusetts-based agricultural vendors, and points will be awarded based on proximity to pick-up or delivery sites. The vendor with the lowest total points will be awarded the contract, with low bidder winning in case of a tie, unless one bidder has an unacceptable rating.

The document provides detailed scoring criteria for each evaluation factor, including specific point values. It also specifies that the contract will be awarded to the vendor with the lowest total points, with the low bidder winning in case of a tie, unless one bidder has an unacceptable rating. No information is provided about pricing terms, set asides, incumbents, funding requirements, or other salient details beyond the scope of work and vendor selection criteria.
