About this file

This document outlines the criteria for selecting vendors to provide 40,000 live adult pheasants and 8,000 live 8-week old pheasants to the Massachusetts Division of Fisheries & Wildlife (MassWildlife) for Fiscal Year 2018. The selection criteria are based on cost, quality of birds, quality of vendor service, and proximity, with each category weighted equally. Vendors are ranked on a 4-point scale, and those ranking 4th or above will receive 1 point. The vendor(s) with the highest total points will be awarded the bid, with the low bidder winning in case of a tie, unless one of the tied bidders has an "unacceptable" rating for quality of birds and/or service. Massachusetts-based vendors will receive preference in accordance with state law.

The document provides detailed descriptions of the evaluation criteria for each category, including what constitutes "Excellent," "Acceptable," "Fair," and "Unacceptable" ratings. It also includes an Evaluation Tally Sheet for both adult and 8-week old pheasants, where vendors will be scored and ranked.
