SUBJECT: Brand Name Justification for A23-055 Phased Array Probes and Wedges

1. Transducers are for the Omniscan Phased Array machine. These transducers provide NDI inspectors the ability to perform Phased Array inspections called out by the technical orders and SPO engineering during PDM of B-52 and KC-135 aircraft. This requirement is not expected to exceed Simplified Acquisition Threshold.

2. This requirement is tech data driven by 1B-52H-36 and 1C-135-6WS-23. Note: Olympus Scientific has rebranded and is now known as Evident Scientific. The same part numbers called out in tech data are available under the Evident Scientific brand name and are acceptable.

The requested Evident Scientific items, 5L48-62.4X6-CNW-P-2.5-OM, 10L16-4.96X5-A00-P- 2.5-OM, 5L32-32X10-A32-P-2.5-OM is an essential component to completing Omniscan procedures that is required by 1B-52H-36 and 1C-135-6WS-23.

3. Therefore, it is requested that Evident Scientific equipment is procured to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (334516) looking for companies that could provide A23-055 Phased Array Probes and Wedges. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Phased Array Probes and Wedges. RFI posted to GSA, RFQ ID:

1612587, sent to 231 vendors, zero vendors responded with a ROM. One vendor has the requested items listed on their GSA contract. Sent Request for Information to 784 vendors found on SBA under the NAICS code 334516, two vendors responded with a capability statement. In review there are three sources that can provide this commodity for this acquisition.

6. I have determined, in accordance with FAR 13, that the circumstances of this contract action deem a specific brand name to be required.
