Contractual Requirements
• The basis for award will be FAR 15 Best Value with Trade-Offs utilizing source selection procedures.
• The government will award a contract resulting from the solicitation to the responsible Offeror whose offer conforms to the solicitation requirements and will result in the best value to the government considering Experience in Relevant Projects, Project Management Plan, Past Performance on Relevant Projects, and Price.
• All technical and non-price factors, when combined, are significantly more important than price.
• The government reserves the right to make cost/technical trade-offs that are in the best interest and advantageous to the Government.
• A price found to be either unreasonably high or unrealistically low in relation to the proposed work may negatively impact the Offeror’s ranking.
• The proposed is 100% Total Small Business Set-Aside and will be a firm fixed price contract.

Offerors Are Strongly Cautioned To Carefully Read The Requirements Of The Solicitation And Comply Accordingly
(a) In addition to the causes listed in FAR 9.406-2, the SDO may debar contractors, based upon a preponderance of the evidence, for
(1) Misrepresentation of Veteran-owned small business (VOSB) or service- disabled, Veteran-owned small business (SDVOSB) status; or
(2) Any deliberate violation of the limitation on subcontracting clause requirements for acquisitions under subpart 819.70.
(b) The SDO shall debar for a period of not less than five years, pursuant to 38 U.S.C. 8127(g), Enforcement Penalties for Misrepresentation, any business concern that has willfully and intentionally misrepresented the status of that concern as a small business concern owned and controlled by Veterans or as a small business concern owned and controlled by service-disabled Veterans pursuant to this subsection.
(1) “Willful and intentional” misrepresentations, for the purpose of debarment actions taken pursuant to subsection (b), are defined as misrepresentations concerning the status of the concern as a small business concern owned and controlled by Veterans or as a small business concern owned and controlled by service-disabled Veterans resulting in an admission, criminal conviction, civil judgment, or administrative decision related to fraud or other criminal acts.
(2) Debarment of a business concern pursuant to subsection (b) shall include the debarment of all principals in the business concern. Debarment shall be for a period of not less than five years.

Technical Requirements
Project Overview
• The structure will be an addition to the existing Phase 4 parking garage structure.
• Phase 5 will accommodate approximately 776 vehicles.
• Proposed structure shall consist of :
– Augured reinforced concrete piles
– cast-in-place post-tensioned concrete beams and slabs
– cast-in-place concrete columns and shear walls
– seven (7) parking decks
• Estimated cost for this project is between $20,000,000 and $50,000,000.
• Construction duration will be 1,277 calendar days after Notice to Proceed.
Project Scope
• Demolition and removal of a 30,000-gallon underground fuel oil storage tank.
• New hazardous material holding modular buildings (seven 7 containers/approximately 1000 SF) shall be provided, and the existing hazardous storage building must be demolished.
• A construction operation office complex including 8 double-wide and 2 single-wide mobile trailers shall be provided.
• Construction activity shall allow for maintaining full operation of the existing facility:
– Maintain access to existing Admin Lots.
– Maintain access to existing loading dock area.
– Do not interfere with ongoing major project Phase 3 and its staging areas.

Phase 1a: Environmental Permit Procurement
• Approximate duration of 60 days.
• Refer to Specification 01 57 19 and 01 57 19.01.
• Provide and maintain, during the life of the contract, all permits required by the local jurisdiction and VACHS.
• The following are some of the documents and evaluations that are required for Phase 5:
1. Multiparking Garage Environmental Assessment Document. Provided by the VA.
2. Asbestos and Lead No presence Certification for Phase 5.
3. Prepare a pre-consult evaluation for OGPe* submittal.
4. Prepare a REA for OGPe* submittal.
5. Prepare Incidental Extraction Permit (San Juan Municipal submittal)
6. Underground Storage Tank Closure Permit (30,000 gallons-Diesel Tank) for Puerto Rico
Department of Natural Resources and Environment. Former Puerto Rico Environmental Quality Board.
7. Notice of Intent (NOI) NPDES Construction Permit-Stormwater
8. General Consolidate Permit Application for OGPe* submittal.
9. Asbestos Cement Piping (entrance to loading area and near the UST) has an abandoned ACM piping section. Refer to Civil Drawings.
* OGPe = Permit Management Office of Puerto Rico (Oficina de Gerencia de Permisos de Puerto Rico)
• Approximate duration of 30 days.
• Contractor shall inspect and stabilize the temporary retaining wall along the north face of phase 4.
• Contractor shall maintain the temporary retaining wall until it is demolished to install the phase 5 garage foundations.

A. SEE AP101 FOR GENERAL HAZMAT CONTAINER LOCATION
INFORMATION. EXACT LOCATION TO BE DETERMINED BY THE VA.
B. MOUNT A 5 LB. ABC FIRE EXTINGUISHER WITHIN 75' OF, BUT NO
CLOSER THAN 25', FROM EACH HAZMAT CONTAINER. LOCATION TO
BE APPROVED BY VA RESIDENT ENGINEER.
C. INSTALL A TELEPHONE/INTERCOM CALL BOX CONNECTED TO THE
HOSPITAL SECURITY CENTER WITHIN 75' OF EACH HAZMAT
CONTAINER. LOCATION TO BE APPROVED BY VA RESIDENT
ENGINEER.
D. A FIRE HYDRANT SHALL BE LOCATED WITHIN 150' OF EACH HAZMAT
CONTAINER.
E. ATTACH A "NO SMOKING" SIGN ON EACH HAZMAT CONTAINER.

• Demo the existing Diesel Pump and 30,000 gallon underground fuel oil tank.
Phase 1e
• Approximate duration of 30 days.
• Initiate the underground electrical service relocation (pulling conductors/ feeders) described on Sheets ES-100 and ES-101 at manholes 10, 11 and 12.
• The electrical service relocation work called for on sheets ES-100 and ES-101 for manholes 10, 11 and 12 shall be completed before progressing to phase 2 work.
• Driveway R1 will be kept in service before starting Phase 2 work.
*This phase does not include excavation nor demolition.* For the remainder of the electrical site work refer to Phase 2c.
Phase 1f
• Approximate duration of 150 days.
• Site demolition & Utility relocation Area
A.
• Start Pile and Pier cap work at N/15 and
N14 by coordinating the temporary closure of Driveway R-2 loading dock access.
• Complete this work or any other work near/adjacent to driveway R-2 access to the loading dock at this time, prior to closing Driveway R-1.
• Foundation/Site work is not allowed at or near both loading dock accesses at the same time.
• Once access to the loading dock is restored from Driveway R-2, Driveway R-1 can be closed to proceed with Area-B work adjacent to driveway R-1. Coordinate road and access closings with the REO.
Phase 2a
N/15 & N/14
• Foundation work Area A: Before closing driveway R-1 to Loading Dock Traffic, start the excavation work and install the piers and pier caps for columns N14 and N15.
• After the piers and pier caps and columns for N14 and N15 are installed and the driveway access to the loading docks from driveway R-2 is restored, Driveway R-1 access to the loading docks can be closed and excavation and installation of the garage foundation can proceed.
Phase 2b
• Approximate duration of 60 days.
• Complete remaining Site demolition & Utility relocation Area B.
• Work will include the remainder of the electrical site work included but not limited to installing the duct bank and HH-N and
HH-E.
Phase 2c
• Approximate duration of 60 days.
• Foundation work Area B.
Phase 2d
• Approximate duration of 792 days.
• Continue with vertical construction of the garage.
Phase 2e
• After Completion of the phase 1 work, Driveway R- 1 can be closed when required for installation of grade beams under Driveway R1, HH-E and HH-N.
• Access to the Hospital loading dock and existing garage shall be from Urban Train San Francisco Station Access Street around the existing garage.
• Refer to 01 00 00 para. 1.15 USE OF ROADWAYS.
• While Driveway R-1 is shut down access to the
Hospital Loading docks will always be maintained using driveway R-2.
• Until Driveway R-1 is reopened for daily use the Contractor will provide two Safety Flagmen at F1 and F2 between the hours of 7:00 am and 6:00 PM Monday through Friday to control traffic flow along the service route R2 between the parking garage and the emergency generator plant to the loading dock and the emergency/service route to the South Bed Tower.
