About this file

This document is a Request for Information (RFI) for a Design-Build (DB) Construction project (Project 675-26-100) to refresh Lake Baldwin Pharmacy Finishes. The project involves a comprehensive renovation of a VA pharmacy space, with work including replacing ceiling tiles, lighting, flooring, wall finishes, doors, signage, and bathroom renovations. The scope is limited to finish work and does not include upgrades to HVAC, electrical, data infrastructure, fire alarm systems, or security systems.

Key details include that the pharmacy will remain operational during construction, with work restricted to Monday-Friday from 0700-1630, and certain areas like the patient lobby will have limited access from 1000-1400. The VA will be responsible for moving furniture and equipment, and a separate contract will handle cabinetry and countertops. The contractor must provide hazardous materials testing, replace all interior devices and finishes, and ensure compliance with VA Technical Information Letter (TIL) requirements for pharmacy spaces. The project will involve VA-provided pharmacy escorts, hard plastic wall containment, and coordination with various VA vendors during the renovation process.

RFIs – Phase 2 36C24825R0169 - DESIGN-BUILD (DB) CONSTRUCTION: Project 675-26-100 - Refresh Lake Baldwin Pharmacy Finishes

1. Will this Pharmacy Service consist of either Inpatient or Outpatient Support. Based on the site visit, it appears this is for Outpatient. Please confirm.

VA Response: Both inpatient and outpatient.

2. If this is for Inpatient Support, the bulk of Pharmacy Staff and Administrative Areas are to be carpet and not Rubber flooring per the VA TIL Chapter 268 Pharmacy Service (PG 18-14 July 2016). Please confirm.

VA Response: Outpatient. No carpet.

3. If this is for Outpatient Support, the storage areas for Prepackaged Medication, Controlled Substances and Secured Dispensing Area and/or Flammable Liquids are required to have Gypsum Board Ceilings versus acoustic ceiling tile per the VA TIL Chapter 268 Pharmacy Service (PG 18-14 July 2016). Please confirm.

VA Response: All design needs to meet with the most current version of the VA TIL. If it calls for it, it will need to be corrected.

4. If this is for Outpatient Support, the storage areas for medical supplies are required to have Vinyl Tile versus Rubber Flooring per the VA TIL Chapter 268 Pharmacy Service (PG 18-14 July 2016). Please confirm.

VA Response: All design needs to meet with the most current version of the VA TIL. Flooring will need to match requirements.

5. If this is for Outpatient Support, the Refrigeration / Freezer Area are required to have Gypsum Board Ceilings versus acoustic ceiling tile per the VA TIL Chapter 268 Pharmacy Service (PG 18-14 July 2016). Please confirm.

VA Response: All design needs to meet with the most current version of the VA TIL.

6. Entry gypsum board wall that separates the Break Room from the Pharmacy is cut lower than the ACT. If the existing ceiling height is approx. 9’-0”, should the new ceiling be installed at 8’-10” to help cover the imperfections of the wall? If so, will an approximate 2” deviation be OK even though the 18-12 Pharmacy Service Design Guide states 9’-0”. Please confirm.

VA Response: No, the wall will need to be extended to meet the design guide requirements of 9’. All design needs to meet with the most current version of the VA TIL.

7. Can the VA provide any/all “as-builts” of the space for electrical/plumbing/architectural coordination? Specifically, the locations of the electrical room serving the area and spare capacities in the panels serving this area?

VA Response: See attached limited available drawings for the space, the provided files are to be used for reference purposes only, it will be the AE contractor’s responsibility to confirm validity of the information, the VA will not be responsible for any misleading information contained on them.

8. The current restroom does not appear to be ADA compliant based on the plumbing fixture layout and clear floor space required. Even with removing the wall that supports the communication room/components, this still does not help with the required ADA layout. Does this room need to be ADA compliant, or will this be grandfathered in by the VA as a non-compliant ADA restroom?

VA Response: The restroom included within the project is an employee restroom and it is currently non-ADA, the condition can remain, the purpose of the task is to relocate the access point to it.

VA Response: To be provided during the design phase. Typical hallway ceiling tile is Armstrong 1935.

12. Even though this is a refresh project of materials to an existing space, it was noticed that some of the egress widths and proper clear floor areas at doors would impede ADA accessibility. Is this a concern for the VA would like this design-build team to remedy as part of this project?

VA Response: No.

13. Scope of work lists new ceilings. Assuming all ceiling mounted devices are to be remounted as-is into new ceiling (i.e.
