Contact (TPOC), in writing for interpretation, clarification, and resolution
3.0 Requirement
3.1 General
The Contractor shall fabricate, test, and deliver PGUSP in accordance with DOD-P-
82670. The Contractor shall provide, design, and fabricate all necessary tooling to manufacture and test the components, and provide data as detailed herein.
The Prime Contractor shall bear the ultimate responsibility for all deliveries and performance of all requirements under this contract. The Prime Contractor shall monitor and maintain all subcontractor relationships. At the Government’s sole discretion, the
Government may apply quality and/or on-time delivery issues stemming from the work of a subcontractor to the Prime Contractor’s quality performance metrics.
3.2 Test and Inspection
The Contractor shall maintain and control processes to inspect and test deliverables as described in this PWS. These processes should cover all phases from the ordering of the material to the Government acceptance of the finished product. NSWC IHD reserves the right to witness any analysis of the propylene glycol performed by the vendor at the vendor’s facility at any time during the life of the contract.
3.2.1 First Article Testing
The Contractor shall submit a First Article Test (FAT) sample to the Government if the
Contractor has not provided contract deliverables for the same specification numbers within the last 5 years.
A first article sample (approximately two 1-quart in size) of PGUSP shall be delivered to the Government within 30 days of contract award, or upon request. The first article sample shall be fully representative of the PGUSP proposed for production, and demonstrate the adequacy and suitability of the Contractor's processes and procedures in complying with the requirements set forth by the specification.
Any production by the Contractor before formal acceptance or waiver of the First Article sample shall be at the Contractor’s cost risk.
3.2.2 Safety Data Sheet (SDS)
The contractor shall provide a SDS (CDRL A001) for each deliverable lot.
3.2.3 Product Certification
The Contractor shall provide a Certificate of Analysis (COA) (CDRL A002) for each deliverable lot to show compliance with the chemical composition limits in Table 1, in accordance with DOD-P-82670. Certificate shall state the contract number, and lot number traceable back to original manufacturer.

3.3 Shipment Configuration
Vendors must be able to deliver PGUSP in 275-Gallon IBC Totes. The IBC totes shall be opaque, non-transparent-type plastic containers that are designed for blockage of ultraviolet light.
Each shipment shall consist of one standard-sized tractor trailer full of 275-Gallon IBC
Totes, and shall be made from one single homogeneous PGUSP lot. Each tote shall be labelled with the PGUSP lot number.
3.3.1 Demurrage Charge
The delivery of material may incur delays once arriving at the Government site due to inclement weather, equipment problems, etc. A minimum of 5 hours are necessary to sample, analyze and perform initial acceptance of the PGUSP, cost for this demurrage time shall be included in the propylene glycol quote.
3.3.2 Tote Return
Once the material from the 275-gallon IBC Totes is depleted, the empty 275-Gallon IBC
Totes shall be picked up by the Contractor. The cost of picking up the empty 275-gallon
IBC Totes shall be included in the PGUSP quote.
3.4 Quality Control
3.4.1 Quality System and Quality Control Processes
The Contractor shall maintain a quality system in compliance with ISO 9001:2015 standards, or equivalent.

3.4.2 Production Lot Acceptance
Upon arrival at NSWC IHD, the Government shall review the Certificate of Analysis for accuracy, and ensure lot homogeneity.
The material will then be sampled to verify compliance with 3.2.3 and DOD-P-82670.
The propylene glycol shall undergo a full lab analysis in accordance with Military
Specification DOD-P-82670. In addition, the sample shall be submitted to a Trial
Nitration Test to determine compliance with the characteristics in Table 2.
