About this file
This is a Limited Sources Justification for a Federal Supply Schedule (FSS) order under FAR Part 8.405-6. The Department of Veterans Affairs, Network Contracting Office 16 in New Orleans is requesting maintenance and repair services for Steris Sterile Processing and Disinfection Equipment at the Alexandria VA Medical Center in Pineville, Louisiana. The proposed contractor is Sustainment Technologies, LLC, an SDVOSB located in Bryan, Texas, with an estimated contract value of $801,160.00. The order will be placed against FSS Contract Number 47QRAA21D008H and structured as a base plus four option year service contract.
The justification cites FAR 8.405-6(a)(1)(B) as the primary authority, establishing that only Sustainment Technologies is capable of providing the required services because Steris Corporation, the original equipment manufacturer, has authorized only Sustainment Technologies as their sole vendor partner for maintenance and repairs. No other vendor is authorized to provide these services. The document confirms that GSA-established schedule prices are fair and reasonable, with the vendor's rates at or below historical averages. No additional market research was conducted due to the vendor's exclusive authorization status. The justification notes that future procurement strategies could explore bundling orders into a blanket purchase agreement or alternative contracting vehicles to promote broader competition. The document received approvals from Contracting Officer Rachel Babin on May 4, 2026, and Branch Chief Veronica Maskell on May 7, 2026.
