Statement of Objectives
PIVMAN Client Software and Attribute Registration Account The Pentagon Force Protection Agency (PFPA) has deployed an HSPD-12 compliant access control system in the National Capital Region (NCR) in support of access control, privilege management, identity management, mustering, continuity of operations (COOP), continuity of government (COG), law enforcement and First Responder activities.
1.0 Scope
PFPA requires assistance in its implementation of the CoreStreet PIVMAN System as a standalone system that will connect to any DoD network. PFPA has determined that the most effective implementation to meet DoD policy constraints and security requirements requires the implementation of PIV Management Stations (PIVMSs) strategically positioned across the National Capital Region (NCR). These PIVMSs connect to the Cybertrust-hosted Identity & Privilege List Publisher (IPLP) server via PC card modems using a commercial cellular network (WWAN) service. The data will subsequently be synchronized to the PIVMAN handheld devices via clusters of handheld cradles networked together via locally connected networking hubs at each PIVMS location.

3.0 Technical Requirements
Tasking for this project is to maintain the CoreStreet PIVMAN System in support of the PFPA personnel in leased office space across the NCR. The specific requirements for the implementation are as follows:
a. PIVMAN Client Software for 105 DAP Handhelds - this is the software that is installed on the DAP handhelds. This line is simply meant to show how many copies of the software are licensed by PFPA. Hence, there is no cost associated with this line item.
b. 24x7 Support for PIVMAN Client Software for DAP Handhelds - maintenance and support of the software running on the DAP handheld devices referenced in the first line item.
c. Attribute Registration Account - this is perpetual licensing for the software used to assign attributes to specific credentials housed in the IPL Publisher. Three copies of this software have been in use in an evaluation mode throughout the year to capture the attribute information, with the agreement that these would be purchased at the time of this renewal.
d. 24x7 Support for Attribute Registration Account - maintenance and support of the software referenced in the previous line item.
e. IPL Subscription (10,000 Users) - this is the amount due to extend the subscription for the IPL Publisher Hosting Services, which is priced by the number of users for which attributes are to be assigned. In this case, the user population is 10,000 users, and the subscription period is one year.
4.0 Period of Performance
The period of performance for this effort is 1 January 2011 – 30 September 2011, plus two, one-year options (1 October 2011 – 30 September 2012 and 1 October 2012 – 30 September 2013).
