Eight (8) Vivotek TDD8313E Cameras

Two (2) Vivotek HFX-1400 PTZ Joystick

One (1) NV-4048 8 Channel video recorder

4.0 Sole Source:

It was determined that Vivotek is the sole manufacturer of the camera system that meets the requirements.

Market research also indicated CCTV Camera Pros is the sole distributor of the Vivotek system.

Although market research yielded results indicating there are other options for camera systems appropriate for vehicle camera monitoring and safeguarding the Pentagon reservation, current infrastructure requires the Vivotek camera system for the following reasons:

- Capability requirements:

Government technicians require a 360 degree area to detect any behaviors that are outside the expected normal actions of employees, commuters, and tourists on the Pentagon Reservation.

These observations can be in any direction and at ranges from 10-100 yards. There may be any number of these observations occurring simultaneously. The TDD mission requires clear facial images that can be uploaded quickly and easily into the “Trapwire” system for dissemination throughout the National Capital Region. TTD uses a Ford Cargo Van as a platform for this mission. Currently, Vivotek is the only system capable of 360 degree detection and clear, simultaneous observations.

Getting clear facial images requires high resolution cameras with the highest power zoom available. Uploading images quickly into the “Trapwire” system requires IP capabilities coupled with a wireless transmission capability. The highest power zoom currently available in the closed circuit television (CCTV) industry is 36x. All 36x zoom cameras are exterior models, enclosed in weather proof dome housings to protect them from the elements. These cameras are too bulky to fit in the allotted space within the van. The dome housing has to be removed first. The dome not only protects the camera, but also the very sensitive integrated circuit boards necessary for a complex camera. When the bulky dome is removed, the package is smaller, but the circuit boards are not protected. Only Vivotek offers a solution to this dilemma.

The Vivotek SD8313E contains an inner “half shell” that protects the circuit boards after the outer shell is removed. TDD had several hours of conversations with CCTVCP to insure that both they and the manufacturer understood TTD requirements. CCTVCP went to the manufacturer to get a commitment to honor the warranty if the camera was used in this manner. CCTVCP also arranged for Vivotek to ship a non working camera to TDD so it could be disassembled to verify it would fit in the limited space. Again, no other GSA vendors offered any solution at all.

Additionally, the Vivotek SD8313E is the only IP based 36x zoom camera that provides an

SDHC flash memory card slot in each camera. This feature allows TTD personnel to remove the memory card and insert into a computer to upload images. If the wireless IP function is unavailable or the recorder fails, this memory card protects the data and facilitates easy transfer, which is imperative to the TTD mission.

- Current System Requirements:

Currently, TDD has a two computers equipped to communicate with Vivotek systems. The cost of a computer/application which is compatible with a different system would require approximately $2,800.00 in costs to the government. Furthermore, the labor required to acquire a different system would take the Surveillance Detection Team Leader approximately sixty (60) labor hours at the rate of approximately $48/hour. Thus, an additional $2,880.00 would be required. For these reasons, the Vivotek system is financially prudent.

5.0 Contractor Quality Control:

The contractor is responsible for establishing and maintaining a quality program to ensure that each piece of equipment is designed and manufactured within specifications provided by PFPA & all other related services that are performed in accordance with standard commercial practices.

6.0 Place of Performance:

All work under this contract will be performed at the vendor facilities. Breaching equipment procured will be utilized within the confines of the Pentagon Reservation and the NCR locations within our assigned jurisdiction.

7.0 Shipping: Quotation must include shipping and freight charges.
