About this file
Summary
This specification document from the Washington Department of Fish and Wildlife (WDFW) solicits competitive bids for the procurement of one new and unused flat bottom boat and trailer. The solicitation outlines detailed technical requirements and performance specifications for the vessel, including dimensional parameters, construction materials, and operational capabilities. The boat must meet specific weight, capacity, and structural standards suitable for state wildlife management operations. While the document provides comprehensive technical specifications for bid evaluation, specific response dates, due dates, site visit opportunities, bidder's conferences, and award timelines are not detailed within this specification file.
The specification document establishes the technical foundation for competitive bidding but does not address pricing terms, pricing structures, or set-aside provisions within the scope of this document. Information regarding funding sources, budget allocations, incumbent considerations, and contract term details would typically be contained in the associated solicitation notice or procurement documents. Bidders are expected to provide proposals that conform to all stated technical specifications and performance requirements for evaluation against established criteria.

BIDDER QUALIFICATIONS
mailto:Michael.zessin@dfw.wa.gov https://des.wa.gov/sell/how-work-state
Minimum Qualifications: These are the attributes on which you will score bidders. List all qualifications and certifications that bidders must possess in order to be responsive to this IFB. Avoid being too restrictive;
bidders can formally complain or protest if they feel the qualifications unnecessarily restrict competition.
The Procurement Coordinator will review all responses for responsiveness to these minimum qualifications;
Bidders who do not meet the minimum qualifications will not be passed to the evaluation team for further review.
• Licensed to do business in the State of Washington. If not licensed, provide a written intent to become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Bidder.
• Bidders must be a United States (U.S.) Entity. If awarded Bidders use staff or subcontractors that are foreign entities or reside abroad, they still must comply with all U.S. and Washington State employment regulations and any specific requirements.
Bidders who do not meet these minimum qualifications will be rejected as non-responsive and will not receive further consideration. Any proposal that is rejected as non-responsive will not be evaluated or scored.
SMALL BUSINESSES, MINORITY & WOMEN’S BUSINESS ENTERPRISES (MWBE), AND VETERAN-OWNED
BUSINESS PARTICIPATION
In accordance with the legislative findings and policies set forth in chapter 39.19 RCW, the State of
Washington encourages participation in all of its contracts by firms certified by the Office of Minority and Women’s Business Enterprises (OMWBE). Participation may be on a prime or subcontractor basis.
For information on certification, firms may contact the Washington State Office of Minority and
Women’s Business Enterprises.
RCW 43.60A.200 also encourages the participation of Veteran-Owned Businesses certified by the
Washington State Department of Veterans Affairs (DVA) pursuant to RCW 43.60A.195. For information on certification, firms may contact the Washington State Department of Veteran Affairs.
Additionally, consistent with Department of Enterprise policy, agencies are encouraged to purchase from Washington small businesses, including microbusinesses and minibusinesses.
No minimum level of participation by minority- or women-owned business, Washington small businesses, or Washington State certified veteran-owned businesses is required as a condition for receiving an award. Proposals will not be rejected or deemed non-responsive on that basis. Any applicable affirmative action requirements set forth in federal laws, regulations, or referenced contract provisions shall apply.
For competitive procurements with an estimated total value of $150,000 or less, WDFW shall award to the highest-ranked bidder or proposer that is determined to be responsive and responsible and is a certified small business or veteran-owned business, in accordance with applicable state procurement laws and rules.
http://apps.leg.wa.gov/rcw/default.aspx?cite=39.19 http://omwbe.wa.gov/ http://omwbe.wa.gov/ http://app.leg.wa.gov/rcw/default.aspx?cite=43.60A.195 https://www.dva.wa.gov/veterans-their-families/veteran-owned-businesses
If no certified small business or veteran-owned business submits a responsive and responsible bid or proposal, WDFW shall award in accordance with the solicitation’s evaluation and award methodology, including award to the lowest responsive and responsible bidder for invitations for bids (IFBs) and requests for quotations (RFQs), or to the highest-ranked proposer for requests for proposals (RFPs), consistent with applicable procurement statutes and rules.
Vendors who meet criteria set forth in chapter 39.19 RCW, should complete and submit the Business
Enterprise Certification Form, Attachment [ ].
Note: Small business and veteran-owned business participation requirements apply to all competitive procurements, except to the extent that the use of federal funds if application of this policy would be inconsistent with applicable federal law or would result in the loss or reduction of federal funding.
PROCURMENT COMPLAINT, DEBRIEF AND PROTEST PROCEDURES
Complaints Prospective bidders may submit complaints regarding specific procurements to WDFW. The process and requirements for submitting a complaint are outlined in the agency’s formal complaint procedure (PDF).
Debriefs A debrief conference is an opportunity for any vendor who submitted a bid, to meet with the Procurement Coordinator and/or Evaluator(s) to discuss their proposal and evaluation. The process and requirements for requesting a debrief are outlined in the agency’s formal debrief procedure (PDF).
Protests Vendors that submit bids may file a protest regarding that procurement, provided the vendor participates in a debriefing conference. The process and requirements for submitting a procurement protest are outlined in the agency’s formal protest procedure (PDF).
