About this file

This is a Request for Quotation (RFQ) issued by the Washington Department of Fish and Wildlife (WDFW) for a Zeiss Axioscope 7 microscope system. The solicitation (Quotation Number PF250238TC) seeks to procure an advanced imaging microscope for histological and fluorescence imaging purposes, specifically to support research needs for TBios, Fish Health, Otolith, and Aging labs. The RFQ requires vendors to submit quotations by April 25, 2025 at 12:00 Noon, with a mandatory delivery date of June 30, 2025. The microscope system includes detailed specifications for components such as the microscope stand, binocular tube, eyepieces, light sources, mechanical stage, cameras, adapters, and software packages like ZEN 3.11 and ZEN Toolkit Motorized Acquisition.

The procurement is structured as a competitive bid under RCW 39.26, with an estimated contract value under $150,000. The WDFW intends to award the contract to the lowest responsive and responsible bid from a Small Business or Veteran-Owned Business. Payment terms are net 30 days, processed after satisfactory delivery and acceptance of goods. The solicitation requires vendors to submit literature and brochures with specifications and product images. Notably, the document includes a provision about minimizing products with polychlorinated biphenyls (PCBs) and requests packaging without color or dyes. Vendors must also complete a certification regarding workers' rights, specifically related to mandatory arbitration clauses, with potential bid preference considerations.

SPECIFICATIONS FOR:

Zeiss Axioscope 7 for histology and bacteria with motorized stage, 3-channel fluorescence, brightfield, Zen software, and motorized acquisition toolkit.

PURPOSE:

ADVANCED IMAGING

FUNCTION:

We are currently unable to do our own histological microscopy, requiring us to outsource the work. This advanced imagining microscope will satisfy the shared histological needs for both TBios and Fish Health. In addition, the microscope will also enable fluorescence imaging to detect Renibacterium salmoninarum, the causative agent of bacterial kidney disease. Although the primary purposes of the microscope are for histology and fluorescence imaging, the scope will also be shared resource with the Otolith and Aging labs.

Note: Polychlorinated biphenyls, commonly known as PCBs, have adverse effects on human health and the environment.

Accordingly, the State of Washington through its procurement of goods is trying to minimize the purchase of products with PCBS and to incentive its vendors to sell products and products in packaging without them. WDFW respectfully requests any packaging be without color or dyes.

For Contracts and Awards with an Estimate Value under $150,000 The Purchaser is issuing this Solicitation pursuant to RCW 39.26. Pursuant to this Solicitation, the Purchaser intends to conduct a competitive procurement to award an Agency Contract estimated to be valued at less than $150,000. Because it is estimated to be less than $150,000, the Purchaser intends to award the contract to the lowest responsive and responsible bid from a Small Business or Veteran-Owned Business, unless none of these businesses are responsible and responsive to this solicitation
