SPECIFICATIONS FOR OUTBOARD ENGINE PROCUREMENT AND INSTALLATION

Description: This is a request for quotes (RFQ)by the Washington Department of Fish and Wildlife for the procurement and installation of one (1) 2025 Mercury SeaPro 250XL DTS outboard engine (or equivalent performance/weight), one (1) 2025 Mercury SeaPro 250CXL DTS outboard engine (or equivalent performance/weight), and the associated rigging necessary for complete installation and full operation. All equipment and parts listed in the quote shall be new and unused OEM certified.

The outboards and rigging are intended for use to repower a Munson 26’ x 8’ 6” Packman Landing Craft research vessel owned and operated by the Washington Department of Fish and Wildlife Fish Program and identified as WDFW635. Schematic drawings of WDFW635 are provided for reference to determine necessary rigging (parts and accessories) for complete installation and full operation of the outboard engines. The original design drawings were amended to include the forward helm which was estimated and added to the drawings.

The overarching objectives of this project include:

1. Removal of the existing engines, controls, displays and rigging.

2. Preparation and adjustment of the mounting surfaces to accommodate installation of the new engine and controls and displays.

3. Installation of the new engines, controls, displays and rigging for full operation of the new outboard engines.

4. Sea trials and testing in accordance with OEM performance and safety standards.

It is not the intent of these specifications to mention every minor detail of the process described. The omission of such mention does not relieve the awarded contractor of their obligation to perform the service without extra cost and items necessary to complete the job compliant with all U.S.A. marine and environmental laws plus all safety regulations within the scope of generally accepted practice.

WDFW shall be responsible for transporting the vessel to the location where the work is to be performed.

The contractor location must be an authorized and licensed place of business within 50 road miles of the city of Spokane, WA. The contractor must provide proof of insurance for all potential damages and/or theft, as well as secure and store the vessel during the performance period of the contract. WDFW will pick up the vessel upon conclusion of the work performance period. For the purposes of this specification, the terms Vendor and Contractor are synonymous.

Note: Polychlorinated biphenyls, commonly known as PCBs, have adverse effects on human health and the environment. Accordingly, the State of Washington through its procurement of goods is trying to minimize the purchase of products with PCBS and to incentive its vendors to sell products and products in packaging without them. WDFW respectfully requests any packaging be without color or dyes.

For Contracts and Awards with an Estimate Value under $150,000 The Purchaser is issuing this Solicitation pursuant to RCW 39.26. Pursuant to this Solicitation, the Purchaser intends to conduct a competitive procurement to award an Agency Contract estimated to be valued at less than $150,000.

Because it is estimated to be less than $150,000, the Purchaser intends to award the contract to the lowest responsive and responsible bid from a Small Business or Veteran-Owned Business, unless none of these businesses are responsible and responsive to this solicitation.

For Contracts and Awards with an Estimate Value of $150,000 or more The Purchaser is issuing this Solicitation pursuant to RCW 39.26. Pursuant to this Solicitation, the Purchaser intends to conduct a competitive procurement to award an Agency Contract estimated to be valued at $150,000 or more.

Because it is estimated to be $150,000 or more, a preference of 5% will be given to any responsive and responsible bid from a Small Business or Veteran-Owned Business. This preference will be applied as a 5% reduction of the bid price for evaluation purposes only.

The Build America, Buy America Act (BABAA) is a requirement associated with federal funding that requires that all of iron, steel, manufactured products, and construction materials used in infrastructure projects are produced in the United States.
