About this file
The document is a Request for Quotation (RFQ) issued by the Washington Department of Fish and Wildlife (WDFW) for the procurement of a 21-foot Rigid Inflatable Boat (RIB) for the Training Department's Motorboat Training Courses (MOTC). The solicitation seeks a vessel measuring approximately 20-23 feet, with a 115-horsepower 4-stroke engine, and includes a trailer. The RFQ requires vendors to submit quotations by April 4th, 2025, at 12 PM PST, with vessels needing to be in stock and deliverable no later than June 1st, 2025. The boat will be delivered to WDFW's facility in Olympia, Washington, and is intended for training exercises such as vessel operation, obstacle avoidance, person recovery, trailer backing, and safe launching and retrieval.
The estimated cost for the vessel is between $50,000 and $55,000. The RFQ includes provisions for small businesses and veteran-owned businesses, potentially offering a preference in the bid evaluation. Vendors must be registered in the Statewide Vendor Payment System and complete a certification regarding workers' rights and mandatory arbitration clauses. The solicitation emphasizes the need for a robust, well-constructed RIB with specific features including Hypalon fabric tubes, a deep-V hull, hydraulic steering, LED navigation lighting, and a VHF radio. The document also notes a preference for packaging without PCBs and color or dyes, reflecting the state's environmental considerations.
