About this file
This document outlines the technical specifications for a Perkin Elmer Oil Express 4 FTIR and Janis Auto-sampler procurement. The Aberdeen Test Center seeks to purchase the Perkin Elmer Oil Express 4 instrument and Janis auto-sampler to simultaneously determine key degradation and contamination properties of lubricating fluids using FT-IR analysis. The specified equipment must meet technical capabilities including a twin port auto-sampler for sample delivery and cleaning, a rotary interferometer providing immunity to mirror issues, a methane gas cell for calibration, a temperature stabilized DTGS detector optimized for mid-IR, a sealed and desiccated enclosure with a 3-year lifespan, a solid-state laser for longevity, and kinematically mounted zero alignment optics. The system is required to achieve 0.1cm-1 wavelength accuracy, over 14,500:1 peak-to-peak signal-to-noise for a 5 second 4cm-1 scan, and 0.5cm-1 spectral resolution. One day of on-site training is included, and a two-year extended warranty covering annual maintenance and replacement parts. The related solicitation is for this procurement under opportunity W91ZLK-23-Q-0042 with the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.

Technical Requirements/Specification Sheet

Perkin Elmer OilExpress 4 FTIR and Janis Auto-sampler
Description of Purchase: The Perkin Elmer Oil Express 4 instrument is a family of automated products for FT-IR analysis of oils to simultaneously determine key degradation and contamination properties of lubricating fluids using either the reference oil, JOAP or ASTM E2412 direct-trending or differential methodologies - or user created methods, like TAN or TBN analysis. A Janis auto-sampler is used to deliver undiluted samples of used oil to the Spectrum Two FT-IR where the infrared spectrum is collected. The spectrum is then analyzed using the selected, pre-defined algorithm to calculate and report results. The Oil Express 4 also has the necessary specifications to meet ATC testing demands and our ISO 17025 quality controls requirements. The Oil Express 4 has the capability to analyze to at least ±0.1cm-1 wavelength accuracy, with a Peak-peak signal-to-noise of greater than 14,500:1 for a 5 second, 4cm-1 scan, and demonstrates a spectral resolution of 0.5cm-1. The system also includes a temperature stabilized, fast- recovery DTGS detectors; optimized for Mid-IR necessary for our oil samples. In addition, we require 2 year manufacturer’s warranty, installation, and one day of on-site training.
Period of performance (POP):
Instrument should be received in 30 days after contract award.
Instrument must be delivered to:
APG MD 21005
Technical Requirements:
• The autosampler must have twin port injection for sample delivery and cleaning and a flow control module to facilitate sample movement into the flow cell and bubble detection to assure correct filling of flow cell.
• The spectrometer must utilize a rotary interferometer providing inherent immunity to mirror tilt and shear and require no scanning mirror dynamic alignment. Dynamically aligned interferometers are not acceptable due to their inherent poor parallelism and lack of stability, and corner cube designs are not acceptable due to their inherent alignment complexity.
• Instrument must offer a methane gas cell to provide accurate wavenumber calibration.
• The system must also include a temperature stabilized, fast- recovery DTGS detectors;
optimized for Mid-IR necessary for oil samples.
• The sealed and desiccated enclosure must offer extended intervals between desiccant replacement, at least 3 years at 25 C and 90% relative humidity.
• The system must offer a solid-state laser in the interferometer system for higher longevity and lower maintenance.
• The system must incorporate kinematically mounted, zero alignment optics.
• The instrument must be capable of achieving wavelength accuracy of at least ±0.1cm-1, Peak-peak signal-to-noise of greater than 14,500:1 for a 5 second, 4cm-1 scan, and demonstrate a spectral resolution of 0.5cm-1.
• The system must also include a temperature stabilized, fast- recovery DTGS detectors;
optimized for Mid-IR necessary for oil samples.
Training: Purchase must include one day of on-site training to lab personnel.
Security: Trainers will need to be granted access to base during training period and warranty service. Instrument is non-network capable and will not interface with the ATC network in any way.
Warranty: Requires a two-year extended warranty to include annual preventive maintenance and OEM replacement parts, as necessary.
