Project Title Gunflint Administrative Site Snowplowing

General Information

1.0 Background and Purpose

The Administrative site for the Gunflint Ranger District located at 2020 W. Hwy 61, Grand Marais, MN 55604, requires snow removal of all parking lots, roadways, and drives to garages and employee housing units. Also, sanding of paved parking lots and drives when ice is present.

2.0 Definitions

3.0 Technical Requirements / Tasks

Parking Lot and Roadway plowing

1. Plowing shall be required after any snowfall over one inch at the Gunflint Ranger Station.

2. Government may request additional plowings as needed due to wind events or multiple small snow falls.

3. Description of areas to be plowed:

a. Plow all paved roads including the upper and lower parking lots and in front of all crew quarters, garage doors and dumpster area. All empty parking spots shall be kept clear of snow. District will rotate vehicles between spots throughout the winter to keep all spots clear.

4. Plowing shall be substantially complete by 6:00am to not be impacted by employees showing up for work.

5. Snow shall be pushed fully outside the shoulder line of lots and drive.

6. Plowing is generally not required while snow is falling during workdays unless requested by the Government and should be completed at the end of the snow event. If the snow event would have deposited over 8” of snow and the contractor decides to plow more than once to make plowing easier payment will only be made for 1 event over 8” unless the Government has requested the additional plowing.

7. Weekend plowing will not be required (unless requested by the Government). Plowing must be completed by 6:00 am on Monday.

Parking Lot Sanding

1. Sanding of parking areas shall be done immediately after each snow removal when ice is present on pavement. Additional sanding shall be done at the direction of the Contacting Officer or Contracting Officer’s Representative (COR).

2. Sanding shall be done with a truck bed sanding system or other type of sand spreading equipment to ensure proper coverage of pavement to clear pavement of ice.

Sanding shall be done immediately after each snow removal when ice is present on pavement with sand spreading equipment. Additional sanding shall be done at the direction of the Contracting Officer or Contracting Officer’s Representative.

COR will periodically inspect the work area indicated, random observations, customer complaints.

Contractor shall meet the following minimum inspection standard for Government acceptance: No more than 2 deficiencies per month are acceptable.

Performance of work above the minimum acceptable standard will result in the Contractor being eligible for the additional option periods if the Government exercises the options. Performance of work at this level will also result in a favorable performance rating for future work with the Government.

The contractor shall correct all deficiencies brought to its attention at no additional cost to the Government.
