About this file
This Performance Work Statement (PWS) is for the U.S. Air Force's Little Rock Air Force Base (LRAFB), Arkansas, dated 23 September 2025. The contract requires furnishing, installing, and maintaining sewage microbe systems across seven facilities: lift stations 292, 585, and 3001, and non-lift stations 834, 1257, 1990, and 1992. The contractor must use a specialized bacterial consortium with 12 different bacteria strains capable of digesting organic waste, breaking down fats, oils, and grease, and preventing drain line blockages. Specific equipment requirements include installing CHEMSEARCH Bio Amp programs, Pit Boss bacterial agents, and Eco Storm systems across different facilities, with monthly maintenance and performance standards mandating 98% equipment operational time and treatment completions as scheduled.
The PWS outlines comprehensive technical requirements, including detailed specifications for each lift station's pump capacities and wet well dimensions, environmental management protocols, and contractor responsibilities. Contractors must be licensed in wastewater treatment, comply with all federal and state regulations, and follow Little Rock AFB's environmental policy. The contract includes specific operational constraints, such as work hours from 6:00 am to 6:00 pm, base access requirements, and mandatory safety and identification procedures. Contractor deliverables include monthly HAZMAT usage reports, safety data sheets, annual schedules, and invoices, with most documents due by the 10th of each month.

Contractor shall submit technical specifications for review and receive approval of said technical specifications through the CO prior to start.
1.3.1. Technical Information on Lift Station 292 and Sewage Flow. Lift station has 150 gpm pumps (3 phase/460v) with a daily average flow of 20,000 gallons. Wet well is 86 inches in diameter, 120 inches deep.
1.3.2. Technical Information on Pump Station 585 and Sewage Flow. Lift station has 50 gpm pumps (3 phase/208v) with a daily average flow of 55,000 gallons. Wet well is 60 inches in diameter, 48 inches deep.
1.3.3. Technical Information on Lift Station 3001 and Sewage Flow. Lift station has two 900 gpm submersible pumps (3 phase/208v) with a daily average flow of 400,000 gallons. Wet well depth 10 feet, length 14 feet 4 inches, and width 14 feet 4 inches. High level alarm 7 feet 3 inches, Pump on 5 feet 4 inches, and pump off 1 foot.
1.3.4. Technical Information on 834, 1257, 1990 and 1992: Non lift station setup with normal facility water/sewage drainage. Units shall be fed directly into facility drains.
1.4. Product Requirements: The Contractor shall use a live vegetative consortium that utilizes bacteria that thrive in both aerobic and anaerobic conditions. The material shall have a minimum of 12 strains of bacteria (Including the species: aerobic; Pseudomonas putida, Pseudomonas fluorescens Bacillus subtilis, facultative anaerobic; Bacillus licheniformis- facultative anaerobic bacteria; Bacillus thuringiensis- facultative anaerobic bacteria, Bacillus megaterium, Bacillus pumilus, Bacillus amiloliquefaciens) that digest food sources and turn them into water and CO2, and which will generate more bacteria. The bacteria must be capable of working as soon as they enter the wastewater/sanitary sewer system. Specifically, the bacterial consortium must be capable of carrying out beta-oxidation to prevent the buildup of free fatty acids, which are the major contributor of drain line blockages. The bacteria strains shall contain no chemicals, surfactants or free enzymes. The bacteria strains shall be guaranteed to contain no Salmonella, E-coli O157:H7, or Listeria. The material supplied by the Contractor must meet and is certified under the USDA BioPreferred® program. The bacterial consortium shall be naturally occurring bacteria that has not been genetically altered, genetically engineered or genetically modified; meet Biosafety Level 1 criteria; and degrade carbohydrates, proteins and FOG (animal, plant and cooking).
1.4.1. Contractor shall furnish, update and maintain one each CHEMSEARCH Bio Amp programs or equal. Salient Characteristics: An automated, patented biological delivery system that produces live bacteria to digest fats, oils, and grease (FOG) in wastewater systems. It starts with a dry bacterial culture and, over 24 hours, automatically grows trillions of live bacteria, which are then dosed into drain lines to reduce grease buildup, eliminate odors and backups, and replace harsh chemicals like acids and caustics. Installation is in lift station 3001 wet well.
Dimensions: H 29.25”, W 18.50”, D 9.25” / Door front clearance - 26.0” Painted metal cabinet with locked door - 16-gauge steel 24VAC circulating pump and valves Hopper and Feeder mechanism (ABS material for tablet dosing) Polypropylene growth vessel Control panel with software programming Potable water 1” air gap interconnecting piping for water supply and drain connections. Designed for wall mounted with supplied hanging bracket and under counter operations. A technician will perform monthly routine maintenance inspections, replace FREE- Flow microbes as needed, clean equipment/ machine, responsible for troubleshooting and repair equipment failures at no cost to the government.
1.4.2. Contractor shall furnish, install and maintain 24 gallons of CHEMSEARCH Pit Boss Product Code 10035862 or equal. Salient Characteristics: A bacterial agent designed to interact with waste to accelerate aerobic digestion, break down solids, and reduce gas production in manure. A technician will perform monthly routine maintenance inspections and apply by hand 2.4 gallons of Pit Boss monthly to maintain good flow when needed.
1.4.3. The contractor shall furnish, install and maintain four CHEMSEARCH Eco Storm systems or equal. Salient Characteristics: Dimensions H 13”, W 5”, D 5”, Weight 2 lbs, Batteries 4, 1.5V “C” cell batteries, Operating Temperatures Max: 30°C, Min: 5°C. Installation Requirements: Ensure the unit can be mounted in an accessible position above the height of the required discharge location. The unit dispenses via the built in pump and the unit can pump up to 6’. Protection from precipitation, water spray or excessively humid conditions. It’s an environmentally friendly system that uses patented bacteria to biologically degrade organic waste and fats, oils, and grease (FOG) in drain lines. It features a battery-operated BIO-Amp dispenser that automatically applies billions of bacteria, preventing clogs, foul odors, and pathogen growth without requiring electricity or a water line. This solution helps maintain drain lines, reduces maintenance costs, and creates a more sanitary environment with required 100 billion microbes (natural bacteria) to break down greases, fats, oils, and human waste in lift station 585 wet well.
Additionally, the contractor shall do a treatment of odor shock treatment as needed. Contractor shall furnish and install odor punch (50 gallons) applied by auto dosing along with drain mate.
